Release of Mosti Maya Limbu from Jorhat Detension Camp

7:30 AM
Writes Nanda Kirati Dewan

Release of Mosti Maya Limbu (38) mother two 13 year old daughter and 7 year old son from Jorhat Detension Camp was a silent battle we have been fighting for last 11 months. My AAGSU colleague Vice President Prem Newar and BhaGoP Member from Golaghat Shri. Bhakta Limbu also president of VDP, Padumpathar efforts in this case that yeilded result. I salute their Gorkhalism spirit.

President of Assam Pradesh Bharatiya Gorkha Parisangh Advocate of Gauhati High Court services were sought at Jorhat and we could Free 23 Gorkha D' Voters from charges of being Foreigner in August last year after Mosti Maya Limbu was declared foreigner by the Foreigner Tribunal, Jorhat. This was a victory we couldnot celebrate as our own Cheli was languishing in Detention Camp for being a Gorkha's daughter born in India in 1981 to a parents who had voted in 1970 from Sarupathar constituency.

This particular case was handed over Upadhyay after another very senior advocate (name withheld) and his associate who was introduced to the victim's family through a relative failed to deliver justice. After pursuing the case for several months before the Honourable High Court, we finally could free Mosti Maya Limbu a day before 70th Republic Day.

I thank Nityananda Upadhyaya Sir for his community services and his legal knowledge and flow of informations that made it happen. A round of appluass to our colleagues in BhaGoP who are ready to file addendum petition in Hon'ble Supreme Court for its permanent solution so that no Gorkhas are marked D Voter and tried at Foreigners Tribunals. We await to see a petition to be filed by Assam Govt in Hon'ble High Court in this respect as we take our next step.

The Jorhat FT has more than 150 cases registered against Gorkhas and the numbers are increasing while whole of Assam it is estimated to be more than 2000. There are examples where higher courts have overturned FT's judgenents and declared victims as INDIANs.

The Gorkhas reposes its faith on World's largest democracy and its Judiciary to deliver Justice to the sons of the soil. We humbly appeal Election Commission of India to look into it constitutionally.

Bharatiya Gorkha Parisangh Official shall legally fight cases of D' Voters and those Pending at Foreigners Tribunal (PFT)s as and when brought to our notice.

AAGSU on NRC issue for Gorkha in Assam

11:01 PM
A DISCUSSION ON NRC WITH PREM TAMANG - PRESIDENT - AAGSU

As the issue of NRC in Assam has finally begun to subside with the assurance from the CM, Shri Sarbananda Sonowal that Gorkhas will be considered as genuine citizens of the state, we (GYASA) called up to speak with Shri Prem Tamang, President All Assam Gorkha Students Union (AAGSU) on the updates.

Welcoming the move by the government to identify illegal migrants, Prem Tamang said "AAGSU welcomes the move and appreciate the government's decision to acknowledge the history and contribution of the Gorkhas in Assam."

"As a responsible organization, AAGSU will continue to cooperate and speak not just for the Gorkhas , but also for other communities and will do everything to protect the state from illegal influx. We support the proposition that all Illegal Bangladeshis must be chased out from Assam."
"Some so-called intellectuals thinks Gorkhas as Nepali of Nepal. But no, we came with the land 300-400 years ago and have our history in this land. Our language is Nepali language and hence the confusion and people make issue out of it. Many think that many migrate to India from Nepal. But the fact is many go back rather than new coming in. And AAGSU welcomes the NRC move."
AAGSU on NRC issue for Gorkha in Assam
AAGSU on NRC issue for Gorkha in Assam
"We welcome the 1971 NRC cut off date and it will include 75-80% of our population. There might be chances 25% of Gorkhas may be left out as they do not have documents, but we are saying they are indigenous. There is always a possibility of bringing a special NRC team to count their status and get it re-verified."

Acknowledging that the issue is highly political, Tamang said "some people are playing politics out of this things. But this time, it will be guaranteed that we are not foreigners. Once we have the NRC, the foreigners tag will be forever removed and we will be a permanent resident of this proud land. NRC will give us our birthright of a motherland and AAGSU supports it wholeheartedly."

There are some few few places where there are lots of program coming. We are indigenous gorkhas living since time immemorial. We are in Assam and first of all my priority is Assam, my homeland. There are many bangladeshi in Assam. And we as Gorkhas as people of the land must also ensure that NRC is our responsibility to remove illegal immigrants. We are all together in this NRC movement."

Since there are many young, old ones in social media and lot of confusion and fear factors are coming in the minds of people and so many confusion. Yet he said they are doing all the best to ensure that NRC is implemented and we as Gorkhas as son of the soil of Assam will and must be covered.
We can't oppose the system, we must work along with the system, try to reason out our stand and why. He said he became President of AAGSU in a very difficult time. Concluding our short conversation, Prem Tamang said "We drank water of Assam since birth and childhood and Assam is our land and we love our land and are equally concern of the state. Mati, Mato and Jati comes in sequential order.

Wishing GYASA the best of luck and he appealed everyone to understand the issue and not to be led by false propaganda. He says, "let us continue using social media platform to highlight Gorkhas positivity."

Also on the 19th & 20th July Gorkha Autonomous Demand Committee (GADC), a wing of AAGSU, will be taking out a a "Paidel Yatra " from Dhemagi till Dispur last gate".

What is  National Register of Citizens - NRC?
The National Register of Citizens (NRC) is the register containing details of all Indian citizens. After conducting the Census of 1951, the National Register of Citizens (NRC) was prepared by recording particulars of all the persons enumerated during the 1951 Census.

What is NRC 1951?
After the conduct of the Census of 1951, a National Register of Citizens (NRC) was prepared in respect of each village showing the houses or holdings in a serial order and indicating against each house or holding the number and names of persons staying therein, and in respect of each individual, the father’s name/mother’s name or husband’s name, nationality, sex, age, marital status, educational qualification, means of livelihood or occupation and visible identification mark. This was done by copying out in registers the particulars recorded during the Census done in 1951. This NRC was prepared under a directive from the Ministry of Home affairs (MHA).

These registers covered each and every person enumerated during the Census of 1951 and were kept in the offices of Deputy Commissioners and Sub Divisional Officers according to instructions issued by the Government of India in 1951. Later these registers were transferred to the Police in the early 1960s.

What is NRC Updation?

National Register of Citizens (NRC) updation basically means the process of enlisting the names of all citizens residing in Assam at the time of NRC updation.

How will the NRC be updated?
The NRC will be updated as per the provisions of The Citizenship Act, 1955 and The Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003. As per the two statutes, the citizenship status would be ascertained based on the NRC, 1951, Electoral Rolls up to the midnight of 24th March, 1971 and in their absence the other admissible documents of Pre-1971 period.

Rakesh Furba Sherpa, in desparation, wrote the following Open Letter to PM Narendra Modi.

कभी MODERN INDIA तो कभी MAKE IN INDIA कभी Infrastructure की बातें करते हैं तो कभी DIGITAL INDIA की बातें करते हैं ।

AAGSU appealed Harka Bahadur to support Gorkhaland demand

2:28 PM
Darjeeling 22 Jan 2016 Asserting that a separate state was the birth right of the Gorkhas of the country, the All Assam Gorkha Students’ Union (AAGSU) today appealed to Kalimpong MLA Harka Bahadur Chhetri to stop indulging in opportunistic politics and instead support the Gorkhaland demand.

A four-member AAGSU delegation led by Prem Tamang, the outfit’s president, is in Darjeeling to meet GorkhaJanmuktiMorcha president Bimal Gurung and lend its support for the statehood demand. On Wednesday, the delegation, comprising Rohit Lamsal, the organisational secretary, Raj Newar, the publicity secretary and SantoshChhetri, an executive member of the body, held a press conference in Darjeeling and announced that AAGSU would even organise rallies against the Kalimpong MLA in Assam in the coming days. “In Darjeeling certain people like Chhetri are indulging in opportunistic politics in the name of development. It must however, be remembered that the statehood demand is not only of the Darjeeling hills, but of the entire Gorkha community of the country,” Tamang said. “The Kalimpong MLA is also a son of the soil. But he is trying to divide the people with development issues. Our identity and not development is our priority at the moment,” he added. Chhetri, after severing ties with the GJM, has announced he would float a political party on January 27. But he has refused to prioritise the statehood demand and instead is banking on development issues to garner people’s support.

The AAGSU president reiterated that Gorkhas living in Assam and the Northeast had always supported the statehood cause and would continue to do so in future, the reason being for identity. “We (Gorkhas) have always been labelled as ‘outsiders’ and ‘foreigners’ even though we have and continue to sacrifice our lives for the nation. Therefore, for the sake of the 35 lakh Gorkhas in Assam and over 1 crore in the country, a separate Gorkha state becomes imperative. On the question of the apparent need of development of the region for the welfare of the hill people being more important than that of a separate state which needs to get the nod of the state government and parliament and which could take a while, the AAGSU president said.

“Development and rights are two different issues. Once our right is achieved things like development will follow. In fact, we fail to fathom why the Bengal government talks of development only when the statehood issue gets positive response,” Tamang pointed out.
The AAGSU members also questioned the Kalimpong MLA’s claim to taking credit for a new district saying it was only to confuse the people.

“In Assam five new districts and 12 sub-divisions were formed without any demand for them. So why is Chhetri claiming credit for a separate Kalimpong district? We feel once a state is achieved, the leaders and administrators can always work on it according to the needs,” Tamang reasoned.

GJM delegation for Gorkhas in Manipur met Ministry of Home Affairs

9:05 PM
A 5 member GJM (Gorkha Janmukti Morcha) delegation led by Shri Bimal Gurung, Shri Benoy Tamang, Shri Rooshan Giri, Shri PT Ola and Shri Vikram Rai met Shri Kiren Rijiju, MoS for Ministry of Home Affairs at North Block, New Delhi and discussed the plight of Gorkha people who have been living in Manipur for generations and the recently passed bill of The Protection of Manipur People Bill, 2015.

The GJM delegation informed the Hon'ble Minister the current imbroglio surrounding Inner Line Permit in Manipur has once again left the Gorkhas in the state vulnerable to racism, with various groups calling for the Gorkhas to leave the state, after labeling them as “foreigners” and “outsiders.”

The delegation requested the Hon'ble Minister for his intervention as the current Bill approving setting the year 1951 as cut off year for Indian citizens living in Manipur to be counted as “Manipuri people” is too arbitrary and will lead to levelling of one section or the other of the people as “outsiders,” and that should not be permissible.

The GJM demanded that the cut-off date to determine citizenship/Manipur origination should be on the day any such law is implemented. The spirit of the Constitution of India should be upheld, which makes adequately clear who are and who are not the citizens of India from Manipur, and those who are citizens of Manipur on the day any rules relating to ILP is imposed should be the day that any such cut off should be considered.

The Hon'ble Minister has assured the GJM delegation that the Central Government will give safety and protection to all minority communities including Gorkhas in Manipur.

The GJM delegation also reminded the Hon'ble Minister about the damages incurred in the recent landslides in Mirik and Kalimpong where the Hon'ble Prime Minister had sent Shri Kirren Rijju to visit landslide affected areas.

Shri Kirren Rijjiu informed the GJM delegation that an interministerial team from the Government of India will visit the landslide areas soon.

The delegation also briefed the Hon'ble Minister about the contentious issues of GTA and a Tripartite meeting regarding will be held on 15th September at New Delhi.

Shri Bimal Gurung and other senior GJM leaders will visit Dibrugah on 5th September to attend a program organised by AGSU.

He has also invited Shri Kiren Rijiju to Gorkhaland Territorial Administration in the coming month.

Addressing the inaugural day of silver jubilee of GDGSU and 38th foundation day of AAGSU Nanda Kirati Dewan said,’ 2015 is the Diamond Jubilee year of organized Gorkha Students Union in Assam (1955-2015) and on the eve of 60th Years of Gorkha Students Union in Assam the state wide All Assam Gorkha Students' Union celebrates its 38th Foundation today as the state wide Gorkha students’ union was first formed on 26th Dec 1976 at Paltan Bazar in Guwahati under the leadership od Dr. Harkha Bahadur Chhetri and Dambar Mani Pradhan. However the history of organized Gorkha students union dates back to 1955 with formation of Darrang Gorkha Chhatra Sangh in middle Assam followed by Digboi Gorkha Chatra Sangh in upper Assam and Greater Guwahati Gorkha Chatra Sangh etc. In 2014 we stepped in the 70th year of Assam Pradeshik Gorkha League the Assam unit of All India Gorkha League (AIGL) which later was rechristened as Assam Gorkha Sammelan after the Garhpal conference in 1966. Over the 70 years of organization in Assam, what the Gorkhas achieved is very meager.’
AAGSU’s Sr. Leader further added, ‘As I introspect 60 years of Gorkha Students union in Assam I see the Gorkhas have entangled conflict of indigenousity and ethnicity marred by identity crisis time and again and autonomy that is Gorkha Autonomous Council (GAC) is the only solution to resolve the issues and concerns of the Gorkhas in Assam. As the Gorkhas in Golaghat celebrates 25 years of successful organisation, I must congratulate ourselves for having the first martyr Birbal Limboo from Doyang region of Golaghat. GDGSU have played a pivotal role in raising the demand of Gorkha Autonomous Council (GAC) since 2002.
Later replying to queries of the medapersons regarding renewing demand of GAC in Sarupathar Dewan said, ‘Gorkha Autonomos Council(GAC) is a decade long demand of the Gorkhas in Assam raised by All Assam Gorkha Students’ Union (AAGSU) since 2002. Gorkhas of Assam I am referring to are those communities in Assam which have been living in ancient Assam i.e Kamrupa days and even before, which also has its roots in various regions of present day in India like Himachal Pradesh, Uttarkhand, Sikkim and proposed Gorkhaland and subsequently in British days the ex-Army Gorkha soldiers who were settled in Assam. Today all their descendants in the geography of Assam here I am using the terminology ‘Gorkhas of Assam or Gorkhas’ certainly not the Nepali (Nepali nationals in India and Assam who migrated to a foreign land abiding a treaty) the reciprocal one.
The last executive meeting of AAGSU Golaghat district committee was presided over by its president Prem Newar to pave the way for Delegate Session of Golaghat District Gorkha Students’ Union to be held from 5pm and to be inaugurated by Romeo P Narzary, General Secretary, All Bodo Students’ Union (ABSU).
