Kalimpong, a centre of convergence: trade, town and people

[It was said that ,someday in 1940’s A wealthy man , to be specific the director of Rolex watches desired to know this place called “kalimpong” from where such an unusual high amount of Rolex watches is demanded. When the man finally arrived in Kalimpong he was rather stunned to find out the fact that kalimpong was no more than just a small chaotic trade village in the eastern Himalayas.]

In this article I had attempted to explore the distant past of kalimpong, when it was thriving under caravan trade across the Indo-Tibetan border. In this process it not only became a centre for economic enterprise but also emerged as an important converging point of people, ideas and legacies transcending their territories to produce kalimpong as a dynamic urban locale in the early twentieth century.

It all began in 1904, after the so called colonel Younghusband’s expedition to Lhasa. At this point, commerce across the Himalayas was just a mere political expression to safeguard the imperial interest. To facilitate the commerce in the region Jelepla was preferred as a principle route linking the British Empire directly with Lhasa, as the treacherous topography of Nathula did not allow the smooth mobility. Kalimpong located right in the middle of Indo-Tibetan trade route, was a point of transit- trade, replacing Kathmandu as an entrepot for the long distance trade. The goods were received in this entrepot until they were re-exported, primarily to breakdown the burden of long distance trade by single agency. Charles Bell, the British representative in Tibet notes that – “The most important of all the trade routes between India and Tibet takes off from the kalimpong in the dist. Of Darjeeling crossing south eastern Sikkim and enters the Chumbi valley by the Jelepla.” Places such as this witnessed the colossal political and economic changes over the period of time and also primarily owed their importance or rather existence to the caravan trade across the border. Trading practice and the growth of town is “incremental” and “symbiotic”, this processes cannot be seen in isolation. Kalimpong which acted as an entrepot for the Indo- Tibetan trade in the first half of the 20th century was one of such town, where trade was the very raison d’être for its growth. Commodities like woolen and cotton piece goods ,iron ,steel ,brass and copper sheets and wares, stationary ,sugar , gur, dried fruits ,dyes ,chemical ,kerosene ,candles ,lantern ,electronic torches and batteries ,brick tea , aluminum ware , porcelain ,cement ,leather goods ,cigarettes , leaf tobacco and pharmaceutical goods was sent to Tibet in exchange of musk, wool ,yaks tail, silver, gold. As often said by the locals, “almost everything” was carried to Tibet. From Tibet the raw wool constituted the 90 percent of the Tibet’s annual export to India, which in turn some of them find their way to the Indian mills and the remaining was re-exported to Liverpool and America.

Almost seven years since the trade started, the landscape of the area started to change. To increase the efficiency of the goods circulation, the overland traffic was mechanized, half way though. Teesta valley extension of the Darjeeling Himalayan railway was completed upto Gaillekhola (12 miles from kalimpong) and opened for traffic in 1915. The considerable effort was put to improve the cart road from Teesta bazaar to kalimpong. This “annihilation of space and time” to ensure the increased mobility of goods was directly set against the dire consequence of toiling lives of many. Considering the mountain ecologies, road construction across the asymmetrical hilly terrain presented various Ecological challenges and sometimes even cost lives. All these painstaking hard work of subalterns helped kalimpong at last to gradually glide towards urbanization. Thanks to their dreadful labor, it was no longer oblivion to the social economic and political development that was taking place beyond Teesta.

The rural setting of the was not a hindrance to the business minded individuals; it was trade all that matter. The rural setting began to get transfer and got a further impetus when Rev. J.A graham proposed to develop a Kalimpong into a town. Hence in 1916 it was declared as subdivision basically as a precondition to develop it as a town. While describing Kalimpong as a hill town, it is intriguing to point out that ,it did not presented a prototype of romantic English country home away from congestion of cities and politics of Indian plains. It certainly lacked the typical hill station characteristics like others in the eastern Himalayan or may be in the India. It did not offer a cool climate like that of neighboring

Darjeeling to develop it as a sanatorium or as a seasonal retreat with their colonial social life, gaiety and style. Moreover, even the educational institution that was established did not show any parity with the institution of neighboring hill station. The most prominent educational establishment in the region was St. Andrews colonial homes(1900) which was situated on an estate of 611 acres . The main object behind the establishment was to provide for children wholly or partly of British or other European descent, such an education and training based upon protestant principle, as many fit then for emigration to British colony or for suitable work elsewhere. Other institutions were primarily targeted to train and educate the natives of the region .In 1925 Himalayan hotel was built, the only European establishment of David McDonald to cater the European and British visitors. The total no. of European in 1941 was 529 out of total 11,958 people in town. Therefore it can certainly be said that kalimpong was not a so called favored resort of recreation. It was truly a place set aside for trade and commerce thriving with activity filled with seasonal bustling of the mule caravans to and from the Tibet.

Not so long, Kalimpong originally a hamlet, evolved as a vibrant “social space” in this process, where various individual encountered each other in the similar social and economic sphere. It became an ingress for the Tibetans to enter the outside world and gateway to enter Tibet for many foreign scholars, artists,

adventurers, missionaries. During the times of political instability, it became a major hub of information and working ground for Japanese spies, Tibetan revolutionaries, and British intelligence networks. Scholars argues that, this little town became a major gossip factory for news for the country across the border. Hence, Mr. Dorje Tharchin (Rdo rje mthar phyin) ,A Christian catechist from kinnaur , in 1925,found the location appropriate for the establishment of his press in kalimpong. It was happened to be the first long-lasting newspaper in the Tibetan language, entitled “Yul phyogs so so’i gsar ’gyur me long”, or “The Mirror of News from All Sides of the World”, and later known as “The Tibet Mirror”. It was a small publication but had a far reaching circulation and it found a wide readership in places like Assam, Darjeeling ,Bhutan ,Sikkim, Tibet, Kashmir, Almora ,Himachal and Nepal. Eventually, it became a vehicle for the dissemination of modern idea and information to the monastic land of far Tibet and adjoining areas.

However, the prosperous times were not to last forever. After 1950, with the formation of PLA and the occupation of Tibet, gradually all the wool was diverted to china and American buyers withdrew from the market. Soon after 12 years, boundary disputes and Sino- Indian war resulted into the closing of borders and the trade was brought to a complete halt. Responding to the changing political and Geo-economic transformation in the region, all the traders shifted their business to a more lucrative location and Kalimpong became a sleepy town. The reminiscences of trade still lingers among the locals, and they often temporally create the bygone years as a golden era that Kalimpong has once experienced.

This is just fragment of the whole picture that I have attempted to present, it is beyond the purview of thisarticle to compress and talk about the wider past events.

Bijanbari police tourture victim referred to ‪Darjeeling‬ District Hospital

18 June 2016 Bijanbari The victim of alleged police torture Ms. Kala Subba has been referred to Darjeeling District Hospital.

Yesterday a team from Sikkim led by SDF Daramdim Samasty President Mr. Bhupendra Chettri arrived in Bijanbari to ascertain the facts relating to Ms. Subba's address.

Speaking to the Press Mr. Chettri stated, "we are trying to ascertain her address and we will do all we can to assist her... we have already lodged a complaint with the National Human Rights Commission and we will proceed as and when we get more information."

A team from Darjeeling Women's Commission under the leadership of Ms Lalita Lama also visited Ms Subba and under their care and that of Bijanbari Nari Kalyan Samity Ms. Subba has been taken to Darjeeling District Hospital as her condition is still critical.

Darjeeling, June 16: The woman, Kala Subbawho was allegedly beaten up at the Bijanbari police station where she had taken shelter on Sunday, has given wrong information regarding her family and whereabouts, the police said today.

She had been admitted to the hospital with bruises on her thighs and hands.

The woman in her mid-thirties had said she was from West Sikkim and had a daughter and a son. She had also said she had come to Bijanbari in search of a job.

Darjeeling police chief Amit P. Javalgi said: "The person she had described as her father and a gram panchayat member of the area from where she said she was visited the lady at the hospital yesterday. Neither of them could identify her."

He added: "The headmaster of the school in which the lady had said her son was studying could not verify if such a student was enrolled."

The SP said the woman was not kept at the police station on Sunday night.

"The lady was not kept at the Bijanbari police station for the night. The officer in charge of the police station got a call around 3.45pm (on Sunday) from some people in Bijanbari who told him that a lady, who was not in her senses, had lost her way. She was not from the locality and the caller asked if the police could take her to the police station."

He added: "The OC (officer in charge of the police station) asked if she was a minor or an adult and on being informed that she was an adult, a team consisting of a male ASI, lady constables, lady home guards and lady civic police were sent (to get her). On the way to the police station the lady became violent. She was brought to the police station so that her address could be traced and she could be handed over to her family."

The police chief said: "Since the woman couldn't provide any information and was intoxicated, she was taken to the hospital. With the help of some local people, she was taken there around 8pm the same day. Kalimpong,15th June Pasang Tamang and his independent party today burned effigies of Sikkim chief minister Dr Pawan Chamling at Damber Chowk Kalimpong.

Tamang with around 150 supporters first took out a rally from the town. The supporters,who were carrying black flags and placards, raised slogans against Chamling demanding apology for his statement.

The protest came nearly a month after after Sikkim chief minister Dr Pawan Chamling while addressing a Sakewa celebration programme at Singithang Ground Namchi said that Sikkimese Nepalis must be clear that Gorkhas are people who had come to India to serve in the army in the past and later settled in different parts of the country.

He later added that the Sikkim Nepalis are not the same as the Gorkhas. Despite similarity in culture and tradition there is no similarity of the Sikkim Nepalis with the so-called Gorkhas, he said.

The statement was condemned by many but no one came forward. Pasang Tamang today said, “We as a small party waited for bigger parties to condemn the statement but they did not utter a word. Dr Pawan Chamling is a pride of our community and such a statement has hurt our sentiment.”

He said this is just the beginning of series of programmes.“We just want him to take back his words. If he does not we will hold protests in the Darjeeling Hills, Terai, Dooars and finally Delhi.

Darjeeling, June 15: A woman from Sikkim who had come to Bijanbari here in search of a job was allegedly beaten up at the local police station where she had been sheltered by social workers on Sunday.

The next day, the police took allegedly by police the next day<> where she is undergoing treatment.

Sources said the woman, in her thirties, had injury marks on the thighs and hands.

The woman has reportedly told some people at the hospital that she was beaten up by the " bara babu" of the police station as well.

The officer in charge is usually referred to as " bara babu".

Sharmila Pradhan, a social worker in Bijanbari, said: "When a couple of us were returning home after attending a meeting on Sunday evening, we saw a woman murmuring to herself on the road. We went up to her and asked her about her family. She told us that she was from Sikkim and her husband had eloped with another woman."

Pradhan said: "The lady also told us that she had kept her son and daughter at her mother's house and she had come here looking for a job."

Pradhan said the lady appeared "slightly drunk".

"I think she was slightly drunk. We decided to call the police so that the woman could be in safe hands," she said.

The social workers contacted the Bijanbari police station.

"Soon, lady police personnel came and took the woman to the police station," Pradhan said.

She added that she and her friends had also gone to the police station later in the evening.

"I think some police personnel were handling the woman in a rough manner. We wanted to meet the officer in charge of the police station but could not. Since it was getting dark, we decided to go back home," Pradhan said.

The next day, the woman was admitted to the hospital by the police for treatment.

Pradhan and the others came to know about it yesterday and went to the hospital to check on the lady.

"Injury marks could be seen on her thighs and her hands," Pradhan said.

Doctors at Bijanbari hospital have refused to divulge any detail about the woman's condition.

Darjeeling police superintendent Amit P. Javalgi said a probe was being conducted by the deputy superintendent of police.

"An investigation has started. We have sought the woman's medical reports," he said.

According to Javalgi, he was told that since it was late in the evening and raining heavily, the officer in charge of Bijanbari police station decided to keep the woman there on Sunday.

Bijanbari is around 35km from here.

"I have been told that after being informed by some activists, the police got the woman to the police station. But since it was late and raining, they decided to keep her at the police station with lady constables. The next morning, when they found that the woman needed treatment, she was sent to the hospital," Javalgi said.

The chairperson of the Sikkim Women Commission today wrote to Javalgi raising concerns over the alleged custodial torture.

The commission decided to write to the police officer after a photograph of the woman with bruises surfaced in the social media.

"We have sent an email to the Darjeeling SP seeking the details of the incident. We are concerned and we hope that justice will be given to the victim, if it is really a case of police torture," said Rehna Rai, the commission chairperson.

Sikkim West district SP Pratap Pradhan said the law enforcers were trying to locate the woman's family.

Man Prasad Subba, a writer and a retired school teacher from Bijanbari, said: "The woman is not a criminal and she does not deserve to be beaten up so badly. This is inhuman."

National Human Rights Crime Control Organisation Sikkim Team and VOS correspondent met with a victim Kala Subba at Bijanbari Hospital who was tortured by police of Pul Bazar Police Station on 12 June.

According to the local social volunteers and NGOs victim's condition is critical . They further alleged that on Sunday when Nari Morcha (Women Social Help Group) handed this homeless lone woman Kala to Police and had informed the police that she was from Sombarey West Sikkim, however, Pul Bazar police did not contact the West Sikkim police, instead they trashed her brutally that night. Next morning ie on Monday morning locals found her in severe condition after being beaten up mercilessly by the Police.

DESTITUTE FEMALE BRUTALIZED IN BIJANBARI - Locals Allege Police Torture, Police Refuse to Comment

A distraught women from Rumbuk in Sombarey, Sikkim Ms. Kala Subba (31 yrs) whose husband had elope with another women and had left her and her two kids straddle, had come to Bijanbari in search of a job . Today some female members of Bijanbari Nari Society (BNS) found her in a helpless condition near Sai Mandir area and took her to the Pulbazar police station seeking help.
Locals alleged that instead of giving her help, the woman was brutally tortured and left with severe injuries by the police, her body is bruised all over and she is undergoing treatment in the local hospital premises.

Once the locals came to know, they gathered yesterday in the hospital and protested against the brutal torture that Ms Kala Subba had to undergo.

Corresponding with TheDC, one of the members of BNS stated, “we took her to the police station, so that she would be protected as we felt the police will help her get back to her family, little did we know the police themselves would turn on her and treat her with such brutality… whatever little faith we had in the police force is today shattered… how could they beat up a helpless woman with such brutality?”

Locals told us that according to the victim it was Pulbazar OC Sourav Sen who beat her up, however when we contacted OC of Pulbazar police station Sourav Sen, he stated that he could not comment at the moment as the inquiry was being undertaken.

From the duty roster we know that SI Lhakpa Bhutia was on duty today, however when we contacted him he said “I was not at the police station when this happened… I had gone to Singla so I am unaware of what transpired…”

We tried to reach the Duty Officer Mr. Burman who was at the police station today, however we couldn’t connect to him.

Taking a grim view of the issue, noted Women’s rights activist Ms. Rangu Souriya has stated, “This kind of activity of the police is condemnable and shameful... This situation makes us feel ilk girls’ n women r not safe anywhere and it is indeed a matter of grave concern... so we need justice.”
Sandeep Chettri a local social activist stated, “Today the entire police station says they didn’t see anything… how is it possible? A mentally disturbed woman gets brutalized inside a police station and every police officer present there is saying they cannot comment… is this how woman’s rights are protected in this nation?”

In the past 6 months we have received numerous complaints of police excesses, and most of the complaints have concerned Mirik police station.

It could be telling that the entire Bijanbari police has refused to speak on this issue, are they really unaware of what happened, or are they hiding something?

It is shameful that in today’s day and age, basic human rights is not respected in our hills, the officers whoever they are need to ponder, would they react the same way and keep mum, if the victim happened to be their mother, sister, wife or daughter?

Bikal Rai joins Advance Technical Training Centre [ATTC]

Bikal Rai, we all know him... dont we? the youngest self made engineer of Sikkim. This 19-year-old boy is a class X passed out living with his mother and brother at Mangthang, 32 mile, east Sikkim.

According to the sources Bikal Rai have joined Advance Technical Training Centre [ATTC] at Bardang in East Sikkim, a dream comes true for further studies after four years for him. He had left his school after class X owing to his financial background. Bikal Rai will be joining the classes in ATTC from July this year (2016).

It was for his mother the young engineer couldn't leave Sikkim for further studies because there was no one to look after his mother as his father died some years ago. He decided to study in Sikkim so that he can also look after his mother.

He has already made hydro power generator which produce 2.3 volt energy that can lighten 3 bulbs and can charge up to 4 mobile phones at once. He has made fan (DC -3 voltage) which can give air like normal fans which we buy from hardware shops. He has made 2 excavator models by using syringe, drip pipe, plastic, tyre which has light, power steering and FM (93.5) radio in it. He has developed a vehicle battery charger. Local people go to him to charge their batteries. He has also made sensor car which moves on the sound of claps. He has recently launched his Semi Eco Friendly Car!!!.

Sikkim Highway connecting Mangan with Chungthang reopened

Gangtok, June 10: The highway connecting Mangan with Chungthang in North district has been reopened for light vehicles with the Border Roads Organisation temporarily restoring the bailey bridge that collapsed over a stream at Rit Chu.

North District collector Karmpa Bonpo today said around 250 small vehicles like SUVs and cars carrying about 2,400 tourists had headed for destinations like Lachen, Lachung, Yumthang valley and Gurudongmar lake this morning.

"The bailey bridge which had been washed away by rain on May 17 was temporarily restored around 3pm yesterday. As of now, only light vehicles are allowed to pass through the bridge," said Bonpo.

Following the bridge collapse, over 300 tourists returning to Gangtok from Lachen, Lachung, Yumthang valley and Gurudongmar lake were left stranded. Villagers and police built a log bridge over the stream the following day and arranged transport for the stranded tourists.

The bridge, part of the North Sikkim Highway, has the North District headquarters, Mangan, on one side and Chungthang on the other.

On May 28, police check-post here resumed issuing permits to tourists bound for north Sikkim after taking an undertaking that they were making the visit at their own risk.

As the bridge was yet to be restored, tourists had to take a taxi up to Rit Chu and then cross the affected stretch on foot. They had to get into another taxi to reach the destinations.

Rit Chu is around 75km from Gangtok.

The collector said the bridge would be reopened for heavy vehicles only after the strengthening work was over.

"To enable the BRO to strengthen the bridge, it has been decided to close the road for traffic at Rit Chu from 10am to 12am and from 2pm to 4pm for a few days," he added.

A senior BRO official said it would take at least 10 days to completely restore the bridge and open the road for heavy vehicles.

Tour operators are happy with the reopening of the highway at Rit Chu.

"Finally, we have received some good news. We were facing so much trouble as bookings were being cancelled," said tour operator Rajen Chettri.

Smriti Irani to lay the foundation of the NIT in Sikkim

Gangtok, June 8: The Union human resource development minister, Smriti Irani, is scheduled to visit Sikkim on June 24 and lay the foundation of the National Institute of Technology at Thekabong in East District on the same day.

Sikkim HRD principal secretary G.P. Upadhaya today said Irani would be in the state for at least three days, during which she was slated to hold interactions with ministers and bureaucrats and chair the meeting of a parliamentary committee on her ministry.

"The Union HRD ministry has accepted the proposal of setting up of the NIT campus at Thekabong. The Union HRD minister will lay the foundation of the campus during her visit to Sikkim on June 24," said Upadhaya.

Thekabong is nearly 30km from Gangtok and close to Pakyong where Sikkim's first airport is being built. The state government has acquired 172 acres of land for the campus.

The Sikkim NIT was set up in 2010 and is operating out of a government building at Rabong in South District on a temporary basis with six departments.

Residents of Thekabong are happy that the NIT is coming up in their village. "Employment will be generated and villagers can do more business after the campus is established. We are grateful to the government for bringing the project to our area," said a villager, D.B. Chettri.

Upadhaya said Irani would hold a meeting with Sikkim ministers and bureaucrats at Chintan Bhawan here on June 26.

"State HRD minister R.B. Subba will place our demands before the Union minister at the meeting. There are four major demands: establishment of IIT/IIM and model degree colleges in the state, granting permission to start a state university and the upgrade of the Law College to National Law University," he said.

Irani will also visit a few government schools. "Our department is yet to finalise the schools which will be visited by the Union Minister. Keeping the time constraint in mind, we would take her to some schools in East District," said an HRD official.

On June 25, Irani will chair the meeting of the Consultative Committee of Parliament of the MHRD in Gangtok.

She is expected to leave Sikkim on June 26 or the next day.


HRD Minister Smriti Irani launches Sikkim's Online Admission and RUSA Portal

Sikkim 3rd June 2016:Today, In a significant development in the field of higher education in Sikkim, admission to government degree colleges throughout the State will go online from this year onwards. The web portal for Online Admissions and State RUSA portals for Sikkim was digitally launched today by Union Minister for HRD Smt Smriti Zubin Irani via live webcast from Shastri Bhawan New Delhi.

The programme witnessed the largest ever digital launch of projects under Rashtriya Uchchatar Shiksha Abhiyan (RUSA) under the auspices of the Hon'ble Union Minister. Together with the projects of Sikkim, the Minister launched RUSA projects for nine other states of the country.
Joining the live webcast at the State was Minister for Energy & Power & Labour Mr. D. D. Bhutia, Minister HRDD Mr. R.B Subba, Minister Roads & Bridges Mr. G.M. Gurung, Parliamentary Secretary HRDD Shri Shyam Pradhan, Principal Secretary HRDD cum SPD RUSA Sikkim Mr. G.P. Upadhyay, Director Higher Education HRDD cum Joint SPD RUSA Sikkim Mr. Jitendra Singh Raje, senior officers of State HRDD, Principal and faculty Sikkim Government College Tadong, and faculty and students from West Point Senior Secondary School.

While addressing the State of Sikkim, the Union Minister congratulated the State HRDD for the merit based and transparent system of 24 hour online admissions in all state run colleges. She termed it a unique initiative which will benefit over 6000 students.

The Union Minister was also joined by MP Lok Sabha from Sikkim Mr. P.D. Rai.
Later interacting with the team from Sikkim, Union Minister Smt Smriti Irani informed that the Ministry of HRD has sanctioned the long pending demand of the State to incorporate Bhutia and Lepcha languages in the post graduate courses under UGC.

She further informed that the State HRDD is entitled to introduce skill building courses recognized by the Government of India in Government colleges in the State.

The Union Minister also complimented the progress made by Sikkim under the scheme Badhe Bharat Padhe Bharat and RUSA. The Minister informed that she would soon be visiting Sikkim with her team from MHRD.

Minister Mr. D.D.Bhutia thanked and complimented Smt Irani and the Ministry for launching the online admission and RUSA Web portal for Sikkim.

Similarly Minister Mr. R.B.Subba thanked and congratulated the Union Minister and the entire team at MHRD for the new projects and for supporting the initiatives of Sikkim HRDD.

The Minister also placed a few pending demands of the State HRDD before the Union Minister. He requested for laying of foundation stone of the NIT at the earliest. He also proposed for a National Law School in Sikkim. Likewise, the Minister proposed for setting up government colleges in all four districts of Sikkim. He also requested for increase of 50 seats in Government BEd college. Union Minister assured that the demands placed by Minister HRDD Sikkim would be looked into by the Ministry.


Sikkim Gorkha Jagran Samaj takes out a Peace Rally

The Sikkim Gorkha Jagran Samaj, a non-government state-level organization of Gorkha ethnic group of Sikkim, takes out a Peace Rally from Deurali to Gangtok in Sikkim today  to press for demand of Limboo-Tamang seat reservation in the State Legislative Assembly. One of the demands of the samaj being is that the Chief Minister Pawan Chamling take back his statements made on the occasion of Sakewa, wherein he drew differences between Sikkimese Nepali and Gorkhas from rest of India.

The rally today was in support of Limboo-Tamang seat reservation. The organization is also demanding 'justice' for the majority community with their one man one vote slogans printed on placards. The rally was culminated at Paljor Stadium.

Ramilo SU-Khim: The Sikkim University Fest

28th May 2016, was a historic day for Sikkim University (SU), one of the youngest yet the highly debated ‘Highway’ University of India. The focus this time was not the usual debate or debacle between the state and the academia nor was it the issues pertaining to research fellowship grants, reservations, campus land tussles but it was solely the victory of the university officials and students in institutionalising the association, a consensual co-ordination of SU students with specific aims and objectives. The day was special for it was the closing ceremony of ‘Ramilo-SU-Khim’, a month long first fest organised by the Sikkim University Student’s Association (SUSA).

SUSA, the brainchild of the present Vice-Chancellor of SU Prof. T.B. Subba and the MS-18 Team, through their hard work, dedication and commitments laid the foundation of the student body and framed its constitution with 18 articles. SUSA organised the first student fest of the university with the theme “Ramilo SU - Khim” where Ramilo stands for Happy, SU is an abbreviation of Sikkim University and ‘Khim’ means Home in Limbu language. Thus, SU-Khim means Happy Sikkim University Home/Family in particular and in the broader context SU-Khim means a ‘New Home’ in the Himalayas according to the historical account of the Limbu Queen of the erstwhile Kingdom of Sikkim, the sweetheart of the noble Bhutia King – Tensung Namgyal, the second Chogyal of Sikkim. Very true, Sikkim University has today become a new home not just for the Royals but for students across and beyond the nation. The national university boasts of having students from the Indian states across Kashmir to Kanyakumari and from Gujarat towards the extremes north east via Guwahati.
Ramilo SU-Khim: The Sikkim University Fest 
Mr. Swaraj Thapa, the Chief Advisor of Gorkhaland Territorial Administration (GTA) was the Chief Guest of the ceremonious event. He delivered a soothing talk on the issue concerning a separate state for the Indian Nepalis – Gorkhaland. The program was hitched by the integrative dance steps of the NeBuLa – The Himalayan congery of Nepalis, Bhutias and the Lepchas followed by the floor sweeping Bihu steps performed by the Assamese students. ‘Mother’ a dance form presented by the department of Horticulture was howling and heart-touching – the group enthralled the audience to extreme joy and called for an eternal obeisance and obedience to a Mother. The popular North Indian Bollywood desi-mixes staged by the Trio’s of Psychology department made the judges go insane in deciding the winner.

The tune and tone of ACDC’s TNT – sung by the first year students of Horticulture Department went to be an inaugural super-hit among the ‘Rock Music’ loving fans. Chimey and the band was too blue to make the mid-summer night so bright and beautiful with a touch of jazzy Joplin and the pinch of trendy Soulmate’s. The Lazy Fingers brought the classic rock and its charms back to life just before two minutes to midnight. The Doodles, a unified heterogeneous music project constituting of the young hill music maestros hailing from ‘Kalimpong’, the land which in Lepcha means ‘the ridges where we play’ did fiddle the musical ridges in all possible ways – superbly played in between the scales of bass to alto and soprano. Doodle’s way of singing ‘Wonderful Tonight’ with their originals ‘Nakkali’ and ‘Jhilkey’ made everybody go gaga in the steps of Elvis Presley in the land of Maruni and Madal. The fest did shake and kept the Tadong hills of Gangtok alive till the midnight and successfully accomplished the mission of ‘Ramilo SU-Khim’ in the modest manner. SUSA with the emphasis on the local terminology ‘Ramilo SU-Khim’ has surely produced a ‘new culture’ of integration of diverse communities and cultures with a space and sentiment to accommodate all across and beyond borders and frontiers in the new home, in the happy family of Sikkim University.

A FICTION: The Day CM Wore Sikkimese-Nepali Topi

“घाम चर्को लाग्दैछ... its getting hotter by the day”, mutters the village tailor in some far flung village of Sikkim. Nearby his son is meddling on the Android phone not paying much attention to what his father has just said. They are generations apart.

The boy seems to be engrossed in the phone and the old man mutters with a half angry tone, “के गरि खान्छ होउ यो केटा ले... how will you survive” The boy looks up for a while, shakes his shoulders, “टोपी सिलाउने विचार छैन मेरो... I am not going to stitch topis”. Then he goes back to his mobile…

The tailor looks up at the sky. In his mind he is thinking along these lines… sunny days means hot days, hot days means more people looking for topi, more demand for topi means more income and then we have all those good festivals coming up… aha! Business is going to be good now.

He looks down at the green house nearby his house. The organic डल्ले खोर्सानी, the रातो रातो अर्ग्यानिक टमाटर all ready to be made into some ‘Sikkim Supreme’ pickle product. He feels a sense of achievement.

He turns back to his son. “के गरेको मुबिल मा... what are you fiddling that Mubile for?”

“मूबिल होइन बाबा.. मोबाइल मोबाइल... हेइत कत्ति भन्नु होउ.. News पढेको बाबा Disturb नगर्नु होस् त .... its MOOBILE and not Muubile... how many times do I tell you that Baba? I am reading news, don't disturb me”

The tailor is hurt. Last time the CM was on one of his tours, he was impressed to know that he is still sewing the Nepali topi. The CM even wore it while addressing the people of the village. He looks at the boy and thinks, well, he knows more than me. Let me ask what the news is all about.

"के रैछ news मा... what's in the news?” The visible irritated boy tells him, “CM ले भनेको हामी चैं Sikkimese नेपाली हरे... अरु चैं सबै गोर्खे हरे... the CM says we are Sikkimese Nepali, while everyone else is a Gorkha”.

And then in the most emotive expression of the information he has gained from ‘intellectuals’ over Facebook, the boy explains to his tailor father, the difference between the Sikkimese-Nepali and the Nepali people living just beyond the Teesta. He tells his father how the other Nepalis are the "Gorkhas who came to be recruited from Nepal in the Gorkha Regiment and how the Sikkimese-Nepali were living in Sikkim from the ages past…"

By the time the son finished practicing his theory session on the ‘History of Sikkim and Beyond’, the tailor father is thinking deeply with his age old wrinkles twisted in confusion.

“ए ए ए ए तेसो भा अस्ति मैले सिलाको नेपाली टोपी CM ले लाउनु भाको थियो नि… त्यो चैं Sikkimese-नेपाली टोपी पो हो? So the Nepali topi which I had sewn and CM has won is Sikkimese-Nepali topi?”

The son is back on his Android. He is not listening. All he mutters is, “हेत्त बाबा तपाईंले बुज्नु हुन्दैन क्या. तपाईंलाई थाहनै छैन इतिहास चुप्पो लागि टोपी सिउनु होस्... ahhh Dad you won't understand much... you don't know our history... let it be.. focus on sewing the topis”.

Are We Actually Different, Mr. Chief Minister, Pawan Kumar Chamling?

The Honourable Chief Minister of Sikkim, Shri Pawan Kumar Chamling, has blatantly denied himself being a Gorkha by differentiating those residing in Sikkim to be Sikkimese Nepalis and those outside of it to be Gorkha. He has vociferously denied the unity that the Gorkha of India have been rallying for. His differentiation of those Gorkhas living in Sikkim and those living outside of it is devoid of any historical and socio-cultural support. His only variable for such a thesis has been the military vocation one had chosen in the distant past. It would be interesting for all the Gorkha population to know the sources of his conclusion, as this would add a new dimension to the multiple  histories and historiography of the area. Dr. Chamling would do us a great favour if he can answer the question whether  the Gorkha population only joined the army, if not, then how would he categorise those who did not join the army?

It is very saddening to know that a person occupying such a responsible position in the polity of India is making such a rash statement. He and his office should know that the population dynamics are more complex and intertwined and migration of people has always played an important role in shaping the contemporary nation-states and in this matter the state of Sikkim. Historiography of the region has not been reliable, moreover there is no social history of the region which gives a lucid accounts of people belonging to different race, ethnicity and nationality inhibiting the region of Sikkim. There is no written history of the area and people, prior to the coming of the Tibetans from the Kham province of Tibet and the formation of Namgyal dynasty in Sikkim, as the Tibetans burnt all the written documents of the Lepchas (Foning 2003), the presumed autochthones of Sikkim, which left them only with the oral traditions.  However, it is mentioned that Sikkim claimed to have ruled Limbuan, there is evidence that people, particularly in the north-east of Far Kirat, recognised this overlordship (Pradhan 2009). On the other hand it is also known that areas of Sikkim at certain periods of history was also under the rule of Nepal Kings. The Sugauli Treaty of 1816 forced Nepal to restore the Sikkimese land under its control. Therefore it is evident that movement of people must have taken place between Nepal and Sikkim. Therefore to claim that Nepali/Gorkha people of Sikkim is different than those of the rest of India is absurd. If we go by the logic of Dr. Chamling then the population of Sikkim would not be as favourable to the Nepalis as the data below illustrates.

A glance at the population composition of the three major ethnic communities of Sikkim shows that the growth of Nepali/Gorkha population has been much greater than the other two communities combined.  Population growth or decline happens in two ways a) natural growth or decline and b) due to in-migration or out-migration. Is the fertility rate of the Nepali population of Sikkim so high? The answer to this high decadal growth is not fertility but migration of Nepali/Gorkha population to Sikkim. Therefore Dr. Chamling the migrating Nepali/Gorkha population cannot be different from those residing in other parts of India, unless you have selectively allowed only those who did not have any military background or you thought them to be of different race than the rest.

This needs to be put in a context. The decades of 80s and 90s saw a very high growth of Nepali/Gorkha population. This was the time that Sikkim had recently joined the Indian Union. It was transforming itself from an aristocratic feudal state to a democratic state. During the monarchy the state had very low level of social development. It did not have a college till the late 1970s, therefore when it became the 22nd state of the Indian Union it lacked human capital to run the business of the state. For running the state, human resources of different varieties were encouraged to come to the state from the neighbouring areas of Darjeeling, Kurseong, Kalimpong and other places. This led to a large influx of Gorkha from the neighbouring areas. Can this historical fact be denied by the state of Sikkim and are these Nepali/Gorkha people different than the ones the Hon’ble Chief Minister is referring to, since many of these people also have papers to prove that they are subjects of Sikkim?

Dr. Chamling must have made such a dastardly  statement owing to the pressure he must have faced from his political circle in reaction to the Government of India notification to provide eleven communities of the Nepali/Gorkha ethnic group the Scheduled Tribe status. The Government of India through the notification dated 2nd April 2016 already reiterated that the granting of Scheduled Tribe status to these communities will be done in consultation with the state governments where the Nepali/Gorkha have a significant population. Is he differentiating Nepali/Gorkha of Sikkim and the rest of the country, so that the life chances of his state’s subjects increase manifold in comparison to the others. Otherwise why would he state that he would take his 28 MLAs and meet the PM to discuss the inclusion of Sikkimese Nepali/Gorkha in the ST list and not of the others when the Government of India has already notified it. Is he playing a political game here at the expense of the entire Gorkha population who are now, though stateless, but equal citizens as anyone from Sikkim or for that matter India.

The Hon’ble Chief Minister has fallen from grace in the eyes of all the Gorkha people residing outside of Sikkim with one Machiavellian statement and if his desire is to deprive these Gorkha, who have taken pride on him being the only Gorkha Chief Minister in India, of the ST status then it would be the greatest disservice one can do to its fellow beings.

It is very unfortunate that Anjaan Upadhya and Pabitra Bhandari have been defaming Sikkim and Sikkimese for the last 2 decades. They run a paper called Hamro Prajasakti.

Hamro Prajasakti (A Daily Nepali Newspaper), yellow paper in the garb of newspaper has been publishing news to malign and defame our Party SDF and the Leader Pawan Chamling for decades. This mouthpiece of frustrated and fallen antisocial and anti Sikkimese elements has misquoted the Chief Minister's speech on Sakewa celebrations on May 21, 2015.

The Chief Minister had asked the gathering to stay away from the propaganda spread by some politically frustrated people gathered as Gorkha Jagaran Sangh against the minorities in Sikkim . His speech was Sikkim-centric.

Shri Chamling while stating the history of Sikkimese Nepali said that we are known as Sikkimese Nepalese down the line in history before the state became part of India in 1975 and thereafter. We are known as Sikkimese Nepalese unlike our brethrens in some other parts of the country.

The SDF Government led by Shri Pawan Chamling has stood by the demand of the Gorkhaland state of Darjeeling hills all along and piloted a resolution in Sikkim Legislative Assembly on 28 March,2011 and Sikkim is the first state to do so. The resolution was adopted unanimously.
Shri Chamling raised Gorkhaland demand in all the national forums including UPA meeting in 2006 , in September 2015 at Gorkha Rangamanch in Darjeeling in full view of the galaxy of national representatives of Gorkha/ Nepali from all over the country . He has been consistently in support of the cause wherever possible.

The Chief Minister also eulogised the history of Gorkhas who have regiments in the Indian Army who have laid down their life for the security of the Country. In the context of Sikkimese Nepalese , it is a fact that they are in majority in the state and therefore bear the responsibility to protect the interest and rights of the minority Bhutia Lepchas .

Sakewa speech of CM dealt with contribution of Gorkhas to the nation and their valour right from the British empire till today. There was nothing against Gorkhas around the country. He never said Gorkhas came to India for recruitment in the army.

Prajasakti paper has hatched a conspiracy to create a difference and controversy to create misunderstanding among Sikkimese Nepalese and Nepalese / Gorkhas around India.

  1.  Gorkhas have settled in India, they are Indians from time immemorial along with all ethnicity. Chief Minister said that. What is wrong about it??
  2.  Shri Chamling asked the people to be cautious from Gorkha Jagaran Sangh, an anti minority outfit which is misguiding the people . What is wrong about it??
  3. The CM dwelt on irresponsible and anti Sikkim activities carried out by defeated, frustrated elements who are trying to disturb traditional unity and affinity among Sikkimese BHUTIA LEPCHA NEPALESE AND BYAPARIS. As guardian of the Sikkimese people he does his duty.
  4. Sikkim has amicable and close relationship and constant touch with the people of Darjeeling. Conspiracy of a yellow paper like Prajasakti should not be taken as truth.

Truth should prevail and words should not be put into our mouth. SDF advises all concerned to condemn this conspiracy of frustrated elements who have conspired with this yellow paper Prajasakti.

23rd May 2016 Gorkha Apex Committee vehemently refutes the statement of Chief Minister of Sikkim where he have said that Gorkhas are the people who had come to serve in army and later settled in different parts of the country and the Sikkimese Nepali are not similar to Gorkha”.

Such unfortunate statement has immensely hurt the sentiments of the majority Gorkha people residing in Sikkim and all over India. He has completely forgotten the history, contribution and sacrifices done by Grokhas in nation building. By such statement he have tried to play with the future of 1.5 crores gorkhas in India and have reflected his anti-gorkha stand by this misdeed.
A person is known as ‘Nepali’ who has the citizenship of Nepal and the people residing in Nepal are also Gorkha as community who has similar custom, language and belief as that of the Gorkhas in India. The inability to understand such a simple fact by our leadership has forced the majority Sikkimese Gorkha to live their life in utter injustice and suppression and have always been termed as immigrants in their own land.

To end the misconception of Nationality and Community the Government of India had issued a notification on 23rd August 1988 explaining that the word “Nepali” means a citizen of Nepal and word “Gorkha” means a community. Further, in order to clarify the matter we had sought an answer from the Government of India asking whether the notification of 1988 applies to the people of Sikkim. The Home Ministry has replied that the notification applies to all the Gorkhas of Sikkim and India. The Gorkha Apex Committee have thus submitted the copy of notification, the copy of RTI reply and the copy of “Gorkha” certificate issued by the Government of Sikkim to all the District Collectors. District Collectors in turn have sought the clarification on this matter from the Government and at present the same is under consideration at the office of the Chairman, Law Comission, Government of Sikkim. Therefore, rather than showing attitude of a dictator the Chief Minister should take immediate decision on the matter to end the misconception looming in Sikkimese Society.

The person who promised the majority Sikkimese people to put an end to the stigma of “immigrants” to reach the power corridor in 1994 has now completely made them vulnerable and insecure. He have failed to stand for the majority community when the attempts were made to erase the history of majority people, he could not speak a single word when AOSS filed a case in the Supreme Court of India terming the majority as immigrants, he ignored when few organisations in West Bengal openly declared the Gorkhas as foreigners, he was again a mute spectator when a person filed a writ petition in the Rajya Sabha to declare the majority people of Sikkim as Immigrants. Further, Chief Minister of Sikkim becomes Gorkha automatically after crossing Rangpo and becomes Nepali after entering Sikkim. Therefore, Sikkim needs the answer on what basis is he calling himself as Gorkha outside Sikkim and Nepali inside Sikkim?

Moreover, Pawan Chamling had protested the demand of Nepali Seat reservation brought in by the opposition party in the State Assembly terming the demand of “Nepali” seat reservation as anti-national and now he is batting on term Nepali to gain his vested political interest.
However, the majority people of Sikkim have now understood the difference between Nationality and Community and will not be bewildered. The majority community will give a befitting reply to the leaders who are trying to malign their identity and existence.

भारत एउटा गणतान्त्रिक देश हो अनि यहाँ सबै नागरिकलाई अभिव्यक्तिको स्वतन्त्रता प्राप्त छ । तर अभिव्यक्तिको स्वतन्त्रताको आढ़मा कसैले पनि अनर्गल अनि जातिलाई नै भड़खालोमा हाल्ने प्रकारको वक्तव्य दिन्छ भने त्यो कुरो सहन गर्नु हुँदैन । चाहे त्यो व्यक्ति कुनै राज्यको मुख्य मन्त्री नै किन नहोस् । आज पनि हामी बोलेनौँ भने कहिले पनि बोल्नसक्ने छैनौँ । पवन कुमार चामलिङलाई हामी भारतका गोर्खाहरूले एक जातीय विभूतिकै रूपमा सधैँ हेर्ने गरेका छौँ । भारतका प्रत्येक राज्यका गोर्खाहरूले नै चामलिङलाई एक उद्धारकर्ताको रूपमा हेर्ने गर्दछन् । सर्वभारतीय स्तरमा चामलिङको नेतृत्वको सपना देख्नेहरू पनि धेरै नै छन। तर आज चामलिङले गोर्खाहरू नेपालबाट भारतको सेनामा काम गर्न आएका हुन् भन्ने उट्पटाङ विचार पोखेर गोर्खा जातिको घोर अपमान मात्र गरेका छैनन् तर आफ्नै छविलाई पनि धुल धुसरित बनाएका छन् । साथै भारतका गोर्खा अनि सिक्किमका नेपालीलाई पृथक-पृथक बताएर जाति विभाजनको घिनलाग्दो प्रयास पनि चलाएका छन् ।

यदि चामलिङले "हामी सिक्किमे नेपाली हौँ" भन्छ भने हामीलाई कुनै समस्या छैन, यो उनको व्यक्तिगत विचार हो । तर भारतका सम्पूर्ण गोर्खाहरूलाई नै इंगित गरेर यिनीहरू नेपालबाट भारतीय सेनामा काम गर्न आएर गोर्खा भएका हुन भन्ने आशयको मन्तव्य पोख्ने चामलिङको कुनै अधिकार छैन । सिक्किमको सत्तामा आफ्नो वर्चस्व कायम राख्नलाई गोर्खाको जातीय इतिहासलाई नै गलत बताउने यस कुत्सित प्रयासको हामीले कठोर शब्दमा भर्त्सना गर्नैपर्छ । यदि आफ्नो राजनैतिक शतरंजको बाजीमा गोर्खा जातिलाई मोहोरा बनाउन चाहन्छ भने त्यसको दूरगामी नतिजा भोग्नको निम्ति पनि चामलिङ तयार बस्नु पर्छ ।

परायाहरूले लगाएका घातहरू अनि दिएका चोटहरूले थिल्थिलो भएको गोर्खा अस्मितामाथि आफ्नैले थपेको यो विवेकहीन प्रहारले आज भारतका हतभागा डेड़ करोड़ गोर्खाहरू मर्माहत् बनेका छन् ।

भारतका सम्पूर्ण गोर्खाहरूको शिरमौर बन्नसक्ने चामलिङ यदि रम्फू खोलाको पारिको सानो क्षेत्रको मात्न नेता भएर बाँच्न चाहन्छन् भने यो उनको निजी मामला हो तर त्यो नेतृत्वलाई बचाइराख्न सम्पूर्ण जातिको भूत, वर्तमान अनि भविष्यसित खेलवाड़ गर्न चाहन्छ भने त्यो हामी कुनै हालतले पनि हुन दिने छैनौँ । मुख्यमन्त्रीको ओहोदालाई दिएको आदरभावलाई हाम्रो समर्पण सम्झिने भूल नगरियोस् ।

हामी गोर्खा हौँ भन्ने भारतका समस्त संघ-संस्था-संगठनहरू अनि व्यक्तिहरू मिलेर यस कुराको ठाड़ो विरोध गर्नै पर्छ । सत्ता मदमा जातिको हित र मर्यादाको पनि ख्याल नराख्ने मुख्यमन्त्रीलाई यो जातिघातक वक्तव्यई फिर्ता लिने अनुरोध अनि भएन भने चाप पनि दिनै पर्छ ।

याद राख्नोस् - अब पनि हामी बोलेनौँ भने कहिले पनि बोल्नसक्ने छैनौँ !!!(सभार पूर्वान्चल भारती)

Open Letter to Sikkim Chief Minister Pawan Chamling by Prateet Pradhan on behalf of the Gorkhas in Manipur for his statement about Indian Gorkhas.

Sir Chamling, you are an lone Gorkha CM in India and for that everyone used to be proud of you. Its democracy and you kept your words. But please let me keep my words too. Indian Gorkhas as told by you are all former soldier of Indian Army who later settled here. But i think its not the fact. Their are various Gorkhas dominated regions in India  which came to the Union of india through various historical events(From the than Nepalese Kingdom like Parts of Uttrakhand and also Sikkim through the Treaty Of Sagauli 1816). I am from Manipur and i called myself Manipuri and Gorkhali at a same time. Also, in my whole life i have not come across the term "So Called Gorkhas".  

We may not be majority in our States but one thing is clear and that even our vote matters a lot. We are also good enough to elect our own representative. Their are various Constituencies in India (like Assembly Constituencies of Digboi, Margheritha, Sadiya, Tezpur etc in Assam, Kangpokpi and Sekmei AC of Manipur to mention a few apart from those within GTA) where the votes of Gorkhas matters a lot to decide the faith of an Representative. Even the recent election results of West Bengal and Assam gave us an example by electing 5 Gorkha MLAs. Still we are being called as minorities and the unity we sought are explained as an outcome of our Minority Status.
