Sikkim 17th May 2016: Highway road blocked at Rel khola (Ri chu) after Iron Bridge swept away by heavy rainfall approx 99 tourist vehicles which reached Mangan town and maximum back towards east district from Mangan, North district. More than 200 tourists which have stranded at Chungthang, approx 60 tourists at Lachung and 50 tourists at Lachen those who reached yesterday evening on May 16th have stranded as there is no possibilities of trans-shipment today on May 17th as the river water is flowing over slide area and its very risky for commuters, till now no casualties reported.

The Police department staff and district administration headed by SDM Chungthang and Mangan(HQ), up-Adhyaksha(N) with GREF staff have reached the spot and have directed travelers not take any risky steps and vehicles should not ply at night time at risky zones and district administration will try to setup temporary log bridge by tomorrow for transshipment, they informed. All tourism stake holders are requested to contact their standard tourist for safely evacuations informed vice President, TAAS.

Similarly, Gangtok via Phodong closed till tomorrow as the BRO has decided to dismantle old Bakcha Bridge.

As SDM Dzongu, informed that the road conditions as of now at lower Dzongu and upper Dzongu, North Sikkim is clear for traffic by afternoon which was blocked by fell down tree due to wind storm. However commuters are requested not ply their vehicles late night for safety reasons.

April 14 2016 Gangtok Himalayan SC plays against familiar opponent Neroca FC, Imphal on Saturday at Paljor Stadium in its fourth straight home match of the I-League second division final round.

So far, Gangtok Himalayan has been disappointing at its home ground, collecting only two points from three matches. It is also yet to score from open play as its only goal in three home matches came from a penalty shot.

“In all the three matches, we played better than our opponents but we lacked in converting the chances. We are working on how to convert the chances and I am confident that our boys will start scoring goals,” said Gangtok Himalayan coach A Shanta Kumar to media in a pre-match conference today.

Team captain Nima Tamang also rued the chances missed during the matches against Dempo SC, Minerva Academy and Lonestar FC at Paljor Stadium. Sadly, we have been repeating the same mistake but we are working on improving on scoring goals, he said.

“We are in a situation now that we have to win all matches. We will give our best performance in the match against Neroca FC,” said Nima.

Gangtok Himalayan SC had earlier lost by a solitary goal to Neroca FC at Paljor Stadium during the first round of I-League. It went to Imphal for the return match and managed to secure a draw.

“We have analysed Gangtok team to be really good. The only drawback that they have is to score goals. We can’t take them for granted and we will give our best in the match against them,” said Neroca FC coach Gift Raikhan.

The match will be interesting, added Neroca FC captain Tomba Singh.

Neroca FC with seven points is leading the league while Gangtok Himalayan is in the fourth position with two points.

Bhaichung Bhutia seeks transfer of 'voter id' to Kolkata from Sikkim

March 7: Former footballer Bhaichung Bhutia, who has been fielded as the Trinamul Congress candidate in the Siliguri Assembly seat, today got his name deleted from the voters' list in Sikkim, and sought the transfer of his "voter ID" to Kasba constituency in Calcutta.

Yesterday, The Telegraph had reported that Bhaichung's name figures in the voters' list of his home state of Sikkim and not that of Bengal. This should have made him ineligible to contest the Assembly elections in Bengal, according to the Handbook of Candidates published by the Election Commission of India.

Polling in the Kasba Assembly seat will take place on April 30 and the footballer's name can be added to the voters' list there on March 11, Election Commission sources in Calcutta said.

The former soccer player today submitted a letter handwritten by himself to the chief electoral officer of Sikkim in Gangtok, seeking the deletion of his name from the voters' list of Barfung Assembly segment in South district.

"This is to inform you that I am hereby surrendering my voter ID from Sanganath, Barfung Constituency, Sikkim. I am seeking to transfer my voter ID to 149, Kasba Constituency, Kolkata, West Bengal..." reads the application.

He has also mentioned in the application that "I would be grateful if you can kindly withdraw my name from the voter list in Sikkim".

A senior official in the chief electoral officer's office in Gangtok said: "Bhutia came to submit the letter this morning. We received the letter and forwarded it to the (South) district collector who is also the district electoral officer."

Later in the afternoon, Raj Yadav, the district collector of South Sikkim, informed that he had received the application and deleted Bhaichung's name from the voters' list. A confirmation letter has been sent to the office of the state election department, he said.

"Since the process of rectifying mistakes, addition and deletion of names in the electoral roll is going on, Bhaichung Bhutia's name was deleted from the list today itself," Raj said.

Bhaichung had said he had transposed his name from Sikkim to Calcutta. Transposition refers to the deletion of a name from one voter list and its inclusion in another. This is a compulsory duty for every voter who has been staying at a different address for over six months.

"In the case of parliamentary elections, a candidate only needs to be an elector from any part of India. If he is, he can contest from any constituency," a poll official had said on Saturday. "But in the case of Assembly elections, the candidate has to be a voter from the state concerned. He can then contest from any Assembly constituency in the state."

Bhaichung, who spoke to the media in Siliguri this evening after a meeting of Trinamul, iterated that his name was on the voters' list of Bengal, but refused to share details.

However, the South Sikkim district collector today said: "If he intends to transpose or shift his name to any other Assembly constituency, an intimation from the district collector concerned, where he wants his name to be shifted, has to reach my office. However, till date, we have not received any such intimation. The deletion was made on the basis of the request made by Bhaichung Bhutia," said Yadav.

In Siliguri, the ex-player said: "My name has been included in the voters' list of Bengal. I would like to tell you that my name has been shifted to Bengal. I don't want to give details. At the same time, I would like to make one point, that it is about the party. It is about the Trinamul Congress. It is about Mamata Banerjee. Today, we are speaking of candidates... whether I remain a candidate or not, Gautamda (Gautam Deb) remains a candidate or not...there will be a candidate of the Trinamul Congress here. We have to work for the Trinamul Congress here and we believe workers will work for the party and Mamata Banerjee."


Gangtok can pay power/electricity bills online

Gangtok, Feb. 23: Queuing up to pay electricity bills is a thing of the past in Gangtok now.

Consumers in the Sikkim capital can now pay power bills online through the energy and power department website.

The facility was launched by power minister D.D. Bhutia today.

The superintendent engineer of the department, Sunil Rai, said: "It is for the first time that such a facility has been introduced in a department under the Sikkim government. It is a tool of consumer empowerment and the most convenient method of making payments. The facility is applicable to only those consumers whose bills are issued by the head office of the power department. There are about 14,000 consumers who can use it."

He said the facility would be operational from today.

One can visit the website,, register by using an ID - the nine digit contract account number mentioned in the bill - and a password. A registered consumer can log in with the details, view the monthly bill and make the payment. One can use net banking, debit and credit cards of all banks to pay the bills through the website. The transactions would be free of cost.

Earlier, a consumer had to pay the bills through the State Bank of Sikkim.

The project is worth Rs 11.63 crore and has been designed by Wipro, executed by Tata Consultancy Services and facilitated by the state information technology department, Rai said.

"People should benefit from the new facility. The officials should ensure that consumers face no problems in using the portal," minister Bhutia said today.

Sikkim has around 1,20,000 power consumers.

Air-conditioned bus service between Gangtok and Kolkata

Gangtok, Feb. 17: The Sikkim government has announced a direct air-conditioned bus service between Gangtok and Kolkata on alternate days for the convenience of tourists.

The transport secretary, S.B.S. Bhaduria, said the fare of the trips was yet to be fixed and the state government had inked an agreement with the Bengal government for the service that was likely to start in March.

Transport minister D.T. Lepcha said yesterday: "We are soon starting a bus service from Gangtok to Kolkata and vice-versa, keeping in mind the convenience of tourists visiting Sikkim. The service will be on alternate days. We have found that it is difficult for visitors to get reservation during the peak tourism season. The new service will be of immense help to tourists."

A senior tourism official has informed that more than 50 per cent of the tourists visiting Sikkim are from Kolkata. Sikkim has two tourism seasons - March-April and September-November.

Bhaduria said five AC buses would ply between the capitals of Sikkim and Bengal. "Each bus will have 40 seats and television. The service is likely to start from March," he said.

The transport secretary said the Sikkim Nationalised Transport had inked an agreement with the Bengal government for the inter-state service. "A private party has been entrusted with the service, but it will have to pay a certain amount to the state government. The service will start once the fares are fixed."

At present, for travel between Kolkata and Gangtok, one has to change buses in Siliguri. The fare from Siliguri to Kolkata ranges from Rs 800 to Rs 1,200. The distance between Gangtok and Kolkata is around 600km.

Those travelling from Kolkata by train can get off at NJP and take a bus or taxi to Gangtok. As Sikkim has no airport, air travellers from Kolkata have to disembark at Bagdogra and take the road.

"The bus would start from Gangtok at 11am and reach Siliguri by 3pm. After an hour-long break, the bus will leave for Kolkata. It may take 16 hours to reach Kolkata from Gangtok," said Bhaduria.

He said the buses would be stationed at SNT terminus in Gangtok and Esplanade in Kolkata. The reservation counters will be set up in Gangtok, Siliguri and Kolkata.

Bhaduria said the bus service would also help students from Sikkim who were studying in Kolkata.

Sikkim to Host marathon at altitude of 16,400ft

Gangtok, Oct. 27: Sikkim will host a marathon at an altitude of 16,400ft on November 5.

The marathon has been christened the Kanchenjungha Marathon and would be followed by a trek from Yuksom in West Sikkim.

The marathon will begin at 6am from Goechala which is a popular trekking route for adventure lovers located in the foothills of the Kanchenjungha and will conclude at Yuksom village in West Sikkim.

There will also be a team of doctors and paramedics accompanying the runners.

The process of participation is through online registration which is closed now and the registration fees for marathon and trek is Rs 12,000 for Sikkim residents, Rs 32,000 for other Indians and Rs 42,000 for foreigners.

There are fourteen runners participating, among them one from Germany, two from Bangalore and Odisha. The youngest participant is 14-year-old Aashiv Subba from Darap.

The event will be organised jointly by the Sikkim Tourism Development Corporation and the Sikkim Amateur Mountaineering Association (SAMA).

"The idea of the marathon was conceived in 2008 but somehow could not materialise. It is a line of Everest marathon that is held annually in the Everest base camp. SAMA is providing the technical and other supports to organise the event," said Kunzang Gyatso, the president of SAMA.

The chief executive officer of the state tourism corporation, Binita Rai, said that the Kanchenjungha marathon would be an annual event and will be also listed in the tourism calendar.

The winner will get a cash prize of Rs 75,000.

Similarities between Gorkhaland and Telangana

The Darjeeling Hills and surrounding areas were merged with West Bengal in 1947. This article argues that the formation of Telangana opens the door for accepting the century-old demand of the Indian Gorkhas for a separate homeland. It also argues against the use of the term separatism to describe the demand of the Indian Gorkhas and instead suggest the terms "merger" and "demerger." Darjeeling, whose merger with West Bengal was, at best, a post-independence administrative exigency, could now be demerged, much like Telangana from Andhra Pradesh.

Darjeeling District is in the northernmost part of West Bengal, bounded on the north by Sikkim, Bhutan on the east and Nepal on the west (Dewan 1991: 29). Prior to its acquisition by the English East India Company in 1835, Darjeeling was a part of Sikkim. For a brief period before that, it was a part of Nepal. Before 1816, the whole of the territory known as British Sikkim belonged to Nepal, which had conquered it and annexed it from Sikkim. On 4 March 1816, it was ceded to the East India Company. The treaty of Segauli enjoined Nepal to ceding Darjeeling to the East India Company.

The company then handed the area over to the Raja of Sikkim through a treaty signed at Titalya in 1817 (Dozey 1922: 2). On 10 February 1817, the British restored Darjeeling to the Sikkimese. However, on 1 February 1835, the area was transferred by a deed of grant to the East India Company (Sen 1989: 16–17). The transferred land included the hill lands east of the Mechi and part of the terai between the Mechi and the Teesta.1 Henceforth, the East India Company assumed a position of paramount importance in Sikkim; the company’s arbitration was to be sought in any dispute between Sikkim and her neighbouring states (Chakraborty 2008).

A Worthless Mountain
Darjeeling was then a worthless, uninhabited mountain. In 1841, the government granted the Raja of Sikkim an allowance of Rs 3,000 as compensation. It raised the grant to Rs 6,000 in 1846 (O’Malley 19o7: 21).

About 15 years later, the relations between Sikkim and the British government turned sour. The old and infirm raja had allowed his “mad” Prime Minister Diwan Namguay, a “corrupt” and “ambitious” official, to administer the state. But Namguay, who wanted to enrich himself, did not like the increasing importance of Darjeeling under the British. He was joined by the Lamas and other notables—disgruntled after losing their rights over slaves who were now British subjects in Darjeeling—in a rebellion.

Tension reached its climax in November 1849, when two officials of the East India Company, Joseph Hooker and A Campbell, were captured and imprisoned while they were travelling in Sikkim. The British sent a punitive expedition in February 1850. This resulted in the annexation of the terai2 and the portion of Sikkim hills bounded by the Rammam and the Great Rangeet rivers on the north, by the Teesta on the east, and by the Nepal frontier on the west, covering an area of 640 sq miles. The superintendent, now called the deputy commissioner, was made in charge of the annexed territory.

Relations between Sikkim and the British government remained peaceful, except when Namguay raided this territory, plundering property and abducting inhabitants for sale as slaves in Sikkim. In retaliation, the British threatened to annex a part of Sikkim, north of the Rammam and the west of the Great Rangeet. The British forces reached Tumlong, Sikkim’s capital, in early 1861. A new treaty with the raja was signed.

Subsidiary Alliance
While the colonial state’s troubles with Sikkim were resolved, there were problems with the neighbouring state of Bhutan. The Bhutanese created trouble for the colonial state on the frontier. The Government of India was determined to annex the Bengal Dooars3 and much of the hill territory including the fort of Dalingkot,4 to prevent the hostile incursions of the Bhutanese. The fort was captured with great ease and the Dooars were occupied by January 1865. In 1866 the tract, which now forms the Kalimpong subdivision, was added to the district of Darjeeling. This was the last addition to the district, which now acquired its present dimensions: its area increased from 640 sq miles to 1,164 sq miles (Dozey 1922: 2).

The East India Company’s policy of annexation had been well institutionalised by the Subsidiary Alliance system introduced by Dalhousie for the large-scale expansion of British rule in India and its neighbouring areas. The Subsidiary Alliance was put into effect by Wellesley (1798–1805), although its basic principles had been formulated earlier by the French in Southern India. According to the principles of this alliance system, any Indian ruler accepting the alliance was to maintain British forces within his territory and make the necessary financial arrangements for its upkeep. This could assume the form of territorial cessions as well. The ruler also had to maintain a British resident in his court, whose intervention in foreign policy issues had to be accommodated. In short, the native ruler lost a considerable part of his autonomy. The Nizam of Hyderabad was the first to enter into this alliance. Tipu Sultan rejected it summarily, while Baji Rao II, the Maratha leader, entered into this alliance (Treaty of Bassein 1802) in a futile attempt to regain control over his warring chiefs (Subramanian 2010: 65).

By signing a Subsidiary Alliance, the ruler of a state virtually signed away independence. States lost the rights of self-defence, maintaining diplomatic relations, employing foreign experts and settling its disputes with its neighbours. Rulers lost all vestiges of sovereignty in external matters and became increasingly subservient to the British Resident, who would interfere in day-to-day administration of the state. The Subsidiary Alliance system was advantageous to the British. They could now maintain a large army at somebody else’s cost. The British adopted the same policy to annex parts of Sikkim, Nepal and Bhutan.

In 1840, Darjeeling was officially recognised as a district (Sen 1989: 16–17). The district’s four subdivisions—Darjeeling, Kurseong, Kalimpong and Siliguri—were demarcated in 1866. The district was formerly a non-regulation district, and it had no representative in the Legislative Council constituted under the Government of India Act, 1919. It was excluded and declared a backward tract. Under the Government of India Act 1935, the district was made a partially excluded area.

The Fourth Phase
After India became independent, Darjeeling, which was never a part of Bengal, was absorbed into West Bengal only in 1954 under Schedule V of The Absorbed Areas (Laws) Act 1954 (Act No 20 of 1954). The district lost all special privileges, and all statutes, except the Bengal Tenancy Act in certain areas, applied to it (Banerjee et al 1980: 95).

With its hundred year-old movement for separate homeland, Darjeeling has many similarities with Telangana. The Gorkhaland movement may not actually be a movement for separation; it would be apt to see it as a case of merger and demerger. Ideally, Darjeeling should have gone back to Sikkim in 1947, which was a separate country then. The Absorbed Areas (Laws) Act 1954 proves that the merger of Darjeeling with Bengal was only for administrative purpose and convenience.

The first petition for a separate homeland was submitted in 1907 by the leaders of the hill people led by Sonam Wangel Ladenla, the first hillman to retire as assistant superintendent of the Darjeeling police. The petition demanded a separate administrative set up for the district of Darjeeling (Lama 2008: 199). Thereafter, there have been numerous petitions, memorandums and demands including two major movements, one in the 1980s and the other from 2007 onwards, demanding a separate state within the Indian union for the Indian Gorkhas of the Darjeeling hills and the surrounding areas.

The dynamics of India’s political scenario has led the discourse of the statehood demand to revolve largely around linguistic differences, but it has also encapsulated economic and developmental differences. However, with the formation of Telangana, a discourse patterned on “merger and demerger” has emerged.

Separatism may be defined as an instance of political disintegration, wherein political actors in one or more sub-systems withdraw their loyalties, expectations and political activities from a jurisdictional centre and focus them on a centre of their own (Hass 1968: 16). Linguistic separatism, cultural separatism, regionalist separatism based on economic and political grievances, aboriginal separatism and separatism based on the notion of sons of soil have been recognised as different forms of separatism (Wood 1981).

The first era of separatism or reorganisation of territory in India began in 1956. Such separatism had a linguistic basis. Needless to say the era opened up a plethora of demands for statehood in India. The second era of reorganisation was initiated during the 1970s with creation of north-eastern states from the division of Assam after the formation of Nagaland in 1963 and Meghalaya in 1972. The third phase, in 2000, was marked by Uttaranchal, Jharkhand and Chhattisgarh being carved out of Uttar Pradesh, Bihar and Madhya Pradesh, respectively (Chadda 2002: 44–61). The fourth phase may have just begun to unfold with the creation of Telangana and could be followed by the creation of newer states in the country.

Ironically, reorganisation of the political boundary of a state or creation of a separate state within the Indian union itself and an extremist exercise to separate from the Indian union are all labelled as separatism in existing political literature and discourse (Horowitz 1981: 65–95). Some modern theorists view separatism as detrimental to national integration and as conflicting with the process of nation building (Datta 1988: 517–36; Nag 1993: 1521–32).

Separatism invariably brings back the “collective memory”5 of struggle, trauma, separation amongst kin, violence, death, genocide, resource sharing struggles, hurt ethnic ethos and other similar memories precisely to those who have witnessed and experienced the terrible side of separatism. Thus, reorganisation of Indian states is often viewed as separation and disintegration of India (Chadda 2002: 44–61).

The concept of demerger customarily reflects the history of merger and association. But unlike corporate merger (and acquisition), political merger invariably brings the need and relevance of history and administrative rights. Prime Minister Jawaharlal Nehru once said, “where merger is not desirable, let divorce take place.” This statement has been quoted a number of times in the context of Hyderabad and Telangana (The Hindu Centre for Politics & Public Policy 2013). But in the context of Gorkhaland it may be pertinent to say “where merger has not pleased, let demerger take place.” In order to relate the use of the terms merger and demerger for the creation of Gorkhaland (or any name), it would be fitting to compare it with the case of Telangana and its merger and demerger from Andhra Pradesh.

Bengal must see the Gorkhaland movement as an opportunity of demerger. West Bengal can focus and provide more attention and efficient governance to the remaining districts which share history, language and culture rather than bearing the burden of governing a district with unfamiliar history, ethnicity, language and culture. Gorkhaland can prosper like other smaller states in the country.

Two historical developments, the partition of India in 1947, and the emergence of Bangladesh in 1971, have had “push-effects” on the statehood demand for the Gorkhas. During 1947 and 1971, a huge number of refugees from East Pakistan (now Bangladesh) crossed the open border and settled in the plains of Darjeeling District. Such influx led to a rise in Bengali speakers, who eventually surpassed the “Gorkhali”/Nepali speakers in the plain/terai region. The movement became more intense after “losing lands” to refugees. In 1985, there was a violent anti-outsider movement in North-east India. After this, many Nepalis were displaced (Banerjee and Stöber 2013) from places like Meghalaya.

Telangana and Darjeeling share similar traits if we look at their histories of merger. The formation of Telangana through the process of demerger has opened up a whole new political discourse of “demerger” as a basis of forming new states in India. Fears of violence, ethnic conflict and other apprehensions of people, political experts, analysts, and political leaders seem to have been allayed. No major incident of violence post-demerger of Telangana from Andhra Pradesh has been reported. The formation of Telangana could be cited as an example of a problem-solving method rather than as one creating a problem. The Telangana example could perhaps prove salutary in solving the Gorkhaland issue. A separate state, Gorkhaland (or any other name) could solve the century-old problems of ill governance, exploitation and historical blunder in the Darjeeling Hills and neighbouring areas. The demerger of Darjeeling Hills from Bengal and the formation of a new state, may not lead to violence or ethnic conflict. West Bengal and Gorkhaland (or any name) could, like Telangana and Andhra Pradesh, coexist peacefully.

GTA delegation calls on Pawan Chamling, invites him to Rashtriya Sanghgosti

Gangtok September 16(IPR): A delegation led by Mr. Roshan Giri, Sabha Member of Gorkhaland Territorial Administration (GTA) and General Secretary of Gorkha Janmukti Morcha (GJM) along with Mr. R.P Waiba, Vice President GJM, Mr. Jyoti Kumar Rai, Joint Secretary, GJM and Mr. Dawa Lama, Treasurer GJM called on the Chief Minister Mr. Pawan Chamling at his official residence Mintokgang, here in the capital today.

Mr. Giri along with his team during the meeting with the Chief Minister extended their invitation to Mr. Chamling to attend and grace the “Rashtriya Sanghgosti” as the Chief Guest on 20th of September 2015 in Darjeeling, West Bengal.

Gorkha Janmukti Morcha is organizing a “Rastriya Sanghgosti” at Gorkha Rangamanch Bhawan , in Darjeeling on 19th and 20th September 2015, the two days event which will see Mr. Bimal Gurung, President of the Gorkha Jan Mukti Morcha (GJM) and head of the Gorkhaland Territorial Administration (GTA) attending the function along with M.P from the state of Assam Mr. K.P Sharma, Mr. S. S. Ahluwalia Lok Sabha MP from the Darjeeling Parliamentary Constituency and Gorkhas from all over the country.

The Chief Minister Mr. Chamling after gracefully accepting the invitation gave his consent to attend the function as the Chief Guest on 20thSeptember.

The function in Darjeeling will also see Mr. P.D Rai, M. P Lok Sabha from Sikkim as speaker, Mr. Giri informed.

The M.P Mr. P.D. Rai was also present during the meeting.
