Bengal govt issues transfer orders to Hill teachers for raising voice for people democratically

The West Bengal government has issued transfer orders to two government employees for allegedly indulging in “anti-government activities” and “trying to stir up unrest”.

This comes after the district administration wrote to the state school education department, accusing the teachers of “trying to stir up unrest” in the Hills, and requested their transfer to Presidency, Midnapore or Burdwan divisions. The Indian Express is in possession of the letter from the district administration to principal secretary, School Education Department.

Political parties in the Hills, including the Gorkha National Liberation Front (GNLF), have slammed the move.

Joyoshi Das Gupta, district magistrate, Darjeeling, told The Indian Express, “There are government servants in different departments, including teachers, who have stayed back in Darjeeling for years without transfers. A section of such officials neglect duty and services, and welfare schemes do not reach the people. Moreover, it has been found that they have been involved in acts unbecoming of government employees and stirring up locals. Action is being taken according to rules. This is to ensure that people get the benefit of government initiatives.”

“In the recent case, the teachers have been found to stir up unrest by making false promises to locals in the name of forest rights. In one case, a teacher was also found spreading misinformation through social media,” she added.

“In the past one year, six or seven such people, comprising teachers and nurses, have been transferred for acts unbecoming of a government employee,” she said.

A senior government official said, “We are keeping an eye on government officials. In a surprise visit, it was found that a school was shut on a working day. We are also following up on cases against government servants during the 105-day shutdown here.”

Meanwhile, one of the teachers who faces action plans to knock on the court’s door.

“I received a transfer letter on Saturday from the state school education department. I will have to go to court. I was involved in a democratic agitation for rights of forest land. I spoke with the local residents and we demanded that Forest Rights Act 2006 be properly implemented in Darjeeling. I think that is why I am being transferred. Education is under Gorkhaland Territorial Administration (GTA), but the letter has been sent by the school education department,” Lila Kumar Gurung told The Indian Express.

Gurung, who is also general secretary of Himalayan Forest Villagers Association, has been transferred from Kumai High School in Kalimpong to Rimbik High School, near the Nepal border.

A government official said, “He (Gurung) has been found to stir up local residents. Despite being a government employee, he has been found to make anti-government statements on social media. In a surprise visit, it was found that he stayed absent from school on many occasions. He has been transferred within the Hills. But he wants to stay in the same area.”

GNLF spokesperson Neeraj Zimba criticised the move and targeted GTA chief Binay Tamang. “The transfer order of Sri Lila Kumar Gurung is part of Binay Tamang’s political dealings as openly declared by him in public meetings. For the first time in the history of Gorkha politics, we have seen a nominated stooge openly declare from a public platform that he will politically victimise all those who do not support him. All should protest against this,” Zimba said in a statement on social media.

Despite repeated calls, Tamang could not be reached.

Morcha to organise public meetings from July 8

Darjeeling: The Gorkha Janmukti Morcha has lined up a series of public meetings in the hills from July 8, the decision coming in the wake of its arch rival GNLF discarding the state government-formed Hill Area Development Committee (HADC).

Mann Ghisingh, the president of the GNLF, had recently resigned from the post of the chairman of HADC and many had linked the move to an attempt by his party to reposition itself as a party working for the hill community.

Against this backdrop, the Morcha has announced a series of public meetings.

"We will hold a public meeting in Kurseong on July 8, followed by another meeting in Kalimpong the next day. A meeting will also be organised at Bijanbari (about 30km from Darjeeling) on July 11," said Suraj Sharma, the spokesman for the Morcha.

Asked about the reason to conduct the public meetings, Sharma said: "A political party has to organise public meetings and interact with the public. We want to tell the hill people about the development works the GTA has undertaken after we started administering the body," said Sharma.

Observers, however, believe that the Morcha has a two-fold strategy behind organising the public meeting. "Primarily, the Morcha wants to show that it is the largest political force in the hills and send a message that it definitely enjoys more support than the GNLF at the moment," said anobserver.

"At a secondary level, the party also wants to highlight the works that have been undertaken in the hills since taking control of the GTA in November last year," the observer added.

The Morcha meeting, which is being held after almost six months, is also a clear indication that it wants to leave no stone unturned to give any space to the GNLF.

Ghisingh's party has indicated that it plans to start afresh with the demand for Sixth Schedule and has also dissolved its central committee, branch committees of Darjeeling, Kurseong, Kalimpong, Mirik and all its frontal organisations, except those of the tea trade union and ex-serviceman association.

"The meeting is definitely to increase its activity and ensure that they do not give any space to the GNLF," added a hill resident.

GNLF to resume 6th Schedule demand in Darjeeling

Gorkha National Liberation Front President Mann Ghisingh on Sunday asked his party leaders and members not to get stuck on the Hill Area Development Committee (HADC), maintaining that they should now move forward for the demand of the Sixth Schedule. This was said by Ghisingh at his party office in Dr. Zakir Hussain road where the flag of the Gorkha Rashtriya Ex-Servicmen was unveiled.

“We have to take forward the demand of Sixth Schedule visibly, in the eyes of the people and not get stuck with the HADC. Some time ago, some people were disappointed with this committee due to our decision to participate in the HADC that has been formeed by the West Bengal government,  but the main issue of our party is the Sixth Schedule and it is necessary to go to rural areas to make people understand the importance of the Sixth Scheduled.  We must make the people understand it in whichever way it is possible; be it putting up posters or making them hear the speeches of my father (the late GNLF president Subash Ghisingh). We must make the people aware of this issue,” he said.

Subash Ghisingh while chairing the Darjeeling Gorkha Hill Council had realized that the council formed under an act of the West Bengal government did not enjoy sufficient powers and the real autonomy for the hill council could be achieved only if it was constituted under the Sixth Schedule of the Constitution.
The GNLF president also spoke on the political relationship that the party had maintained with the state government adding that though they were were continuing with it the party also needed the mandate of the people.

“The party leaders should go to different villages and increase their contact with the people and convince them. The primary issue of our part is 6th schedule and our second issue is the development of the villages,” said Ghisingh.

He claimed that the last hope for the people in the hills, Terrai and the Dooars was the GNLF.

The GNLF will soon call a meeting to chalk out the future
programmes of the party to take forward these issues.

Paradoxically Popular: Poisoned People, Polluted Politics

The Chief Minister of West Bengal declared, ‘Pahaad Haaschey!’ and to elucidate the point she put up huge digitally printed banners across the length and breadth of the State with her own  ‘haaschey‘ face. While here in Darjeeling our own  Pahaad hasaaunchey GNLF politicians Aapa ko chora Mann Ghising and Bish-Purush Neeraj Zimba are pulling all kinds of laughable spins from their old ‘Appa hat of tricks.’

For an understanding of this Gorkhey Laurel-Hardy Jodi with a thoroughly detoxifying laugh, let’s recount these two jokers’ dramatically random moves:

On behalf of the Gorkhaland Movement Neeraj Zimba drinks poison and sends a letter to his Didi

Firstly, who had even asked GNLF to send a letter to Nabanna? No one! Mind you, GMCC was in collective charge of the 2017 movement up until the time Zimba in a totally Bollywood move, apparently while drinking some imaginary poison called for a videographer who captured him doing the ‘poison-drinking’ hand gesture while he choked begrudgingly on it (for effect) and his hands moved in fluid motion on the keyboard…and that’s how he typed that fateful letter to the State asking for Bipartite talks.

Applause!!!

Now with the acting done successfully and having segued into a bipartite talk mode swiftly – off went our political leaders – not as a unified unit of crusaders for Gorkhaland, but as divided as could be, and we witnessed the movement meet its first roadblock with acting-induced intra politics right there. The result was, every party was on its own and hence there would be no one answerable to and no one to speak for the cause of Gorkhaland.

After his method acting video, Zimba went completely silent. And surprise of all surprises, Mann Ghising got his appointment letter from Nabanna to the GTA 2 BoA.

It was now his turn to act.

So with his eyes hung from all corners of his face, young Mann, our very own dynast displayed exemplary integrity and squeaked a little louder than usual while saying, come what may, he would not be accepting the order from Nabanna that was returning (GTA) to the hills what the hills had relinquished. And we, in the chaotic midst of Binay & Anit falling headlong into Didi’s bear trap and accepting her appointments, almost applauded for young Mann’s stellar display of mettle… waah! waah! hera paraai!

We ‘ALMOST’ applauded, but maybe too soon because thence came to the Hill Area Development Council – an estimated 10Cr property bequeathed to our dynast of the GNLF, probably for having broken the GMCC so effectively and with such hammed precision.

Aah well… let’s move ahead.

Didi gives an antidote HADC (antidote) to the (poisoned) ZIMBA

What is HADC hou? The dallai hills ko development board? Kasari? Ke ho? Kina? Nobody knew.

Forget our 1st generation educated, not even the illustrious 2nd generation educated among us could crack this cryptic HADC, and for some other cryptic reason again, Neeraj Zimba used tears this time to dissolve the uncertainty surrounding it. He called in a videographer (again) and went a step ahead of Poison with this crocodile tears exclusive.

His round face clenched tightly at his nose, poignantly he said, “HADC ta baato ma aansoo pucheyko jasto maatra ho.”

Whaaaattttt?

That’s right! He said HADC was akin to wiping hot tears on the way to Gorkhaland. The 1st and 2nd generation educated were again flung by the symbolism in the statement. There was profound meaning in his tears on the journey to Gorkhaland. There was passion, there was a deep sense of travel, a destination, a journey… it was all there, but sadly there was no point in trying to understand that statement, there still isn’t… so why don’t we just cut to the Jan Sabha?

Now with the GNLF letter sent, Nabanna letter received, letter unaccepted, new letter received, new letter accepted… GNLF had, through a forceful smash successfully made its comeback on the back of 104days of Strike & 13 hapless martyrs.

What was next? A show of strength! And why not?

A ‘bhavya’ GNLF Jan Sabha was organised in the middle of Darjeeling town. The venue although decked with a morbidly celebratory cornucopia of green looked like it was standing there holding its breath… just like most of us watching were.

After all, our sacrifices for the cause of Gorkhaland had just been sold. And all efforts were being raised and implemented to bring about a semblance of peace. And worst of all, we couldn’t act as well as our politicians could. Our hurt was real and we were struggling to heal.

Recently poisoned now revived Zimba in green Gorkhay topi holds a Jaan Sabha in Darjeeling.

The show always goes on for Neeraj Zimba, the day of the Jan Sabha was no exception. He waxed eloquent like he had just won the elections & thanked our lataa siidhaa people for the turnout. Watching Zimba & Mann in the Jan Sabha was like watching Don Quixote and Sancho Panza winning an imaginary people’s mandate and quite literally killing it with their make believe leadership. Many in the crowd got confused and ended up applauding. Spurred thus by the crowd, Mann compared himself to a sugarcane, he explained the symbolism that we could if we wanted, smash him or squash him, all that would come out of him wasguliyo ras (?)

Zimba on the other hand, in an artistic moment combined with a sleight of hand technique, flashed a green Gorkhey topi and wore it atop his head amidst his party workers’ cheering. His acting prowess thus displayed again, he went on to say that he had promised himself that he would wear a topi only when the hills would once again be covered in his party colour, green.

And hence it came to pass that barring logic, the Jan Sabha had everything that worked for these GNLF leaders.

Next, armed with the HADC and the Jan Sabha to show (yes, pun intended), GNLF set out to grow its strength.  Unsuspecting locals inkamaan-busty welcomed them with the typical Gorkhey warmth and respect…and the newly launched GNLF Facebook page saw pictures of Mann smiling, Mann folding hands, Mann overwhelmed with the love, Mann drinking tea etc etc. Their Twitter handle blossomed with information and also, an Instagram account with pictures of Mann smiling, Mann folding hands, Mann overwhelmed with the love, Mann drinking tea etc etc

Now, where was Zimba when all this happened? Nobody knows…

The thing was Mann had come across as a leader and that was all that mattered!

Ex- Bish-Purush proclaims that he wants to hit the streets once a week for 6th Schedule – while we want Gorkhaland

Now in a recent turn of events, Neeraj Zimba called a Press Conference and without an iota of doubt rattled off that his party has the ‘Darjeeling Hills’ best interest at heart & mind and will demand Sixth Schedule for us’.

Watching his video, his unflinching confidence makes for such elevated stance and his stellar performance resounds with such commanding rhetoric that it seemed almost real even to our illustrious 2nd generation educated folks.

Gasp !!!

Phew! he almost pulled that one off!

To sum up, the GNLF random drama has been larger than life, the script has been killing, the plot has been turned and twisted to being projected as an almost real account. But we think and we think with damning clarity….where does their authority come from?

Have we voted them to power? NO

So can they speak for us? NO

Have we voted their 6th Schedule agenda to power? NO

So can we tell them to shut their theatrical mouths? YES

Go ahead, do it!

Tell those poison/drinking, letter-writing, Jan sabha-organising, street-crying, topi-wearing forcefully appointed leader/s to respect the basic tenets of democracy and win the people’s approval first, only then will they ever have the authority to speak for us.

GNLF has no business whatsoever demanding whichever schedule for us because THEY DON’T HAVE OUR MANDATE. And in spite of not having our approval, if they go ahead with presenting their idea of what’s good for the Darjeeling Hills, it’s their very own kitty party meeting with the West Bengal Chief Minister, we the people have no involvement in it. Because this is still a democracy we live in, we the people still have a say in it and that’s how it should be done… and that’s the only way it should be done!

GNLF TO SUPPORT TMC IN DOOARS FOR PANCHAYAT ELECTION

Like GJM , GNLF too decided to support TMC at the upcoming Panchayat election in Dooars.After 21 days of GJM announcement to support TMC from Bagrakot.  GNLF too announced their support to TMC from Bagrakot yesterday.

Later GNLF president Mann Ghisingh, General Secretary Mahendra Chettri along with TMC leader Saurav Chakraborty , Mohan Sharma , MLA Buluchik Baraik held a joint press conference at Mal bazar. Speaking with the press Mahendra Chettri said GNLF keeping positive thought  has come forward to support TMC at the upcoming Panchayat election.

Chettri further said we have come to Dooars to keep our stand clear that at the upcoming Panchayat election GNLF will support TMC at Dooars. Chettri also claimed that they have a good support of gorkhas residing at Alipurduwar and Jalpaiguri district

GNLF TO GHERAO GTA HEADQUARTER LAL KOTHI ON 4TH MAY

GNLF'S sister wing Himalayan Planters Workers Union [ HPWU] today in a press conference at Darjeeling said that they will gherao GTA headquarter LAL KOTHI on 4th  May demanding the immediate release of the daily wages of the labours which they are yet to receive of the 104 days strike.

Speaking with the press HPWU President JB Tamang said that on 4th May we have decided to involve  workers from all the tea gardens of Darjeeling hills as they are the ones who are discriminated .

  We will be picketing in different places like Rohini, Sukna, Bagpool and Panighata from 27th April where all the central committee members of the HPWU will participate keeping in mind the 7 point demand for the welfare of the tea garden workers said Tamang. He further said we have decided these places for picketing as these places are the main doorway to transport pukka tea to Siliguri from the hills.

Workers from different tea gardens had  participated whole heartedly during the movement for the seperate state Gorkhaland. But the leaders both Binay Tamang and Anit Thapa who were at the forefront during the movement have accepted  GTA , but  they have not taken any step for the tea garden workers said Tamang.

He further said that we are hearing that vice chairman of GTA Anit Thapa is distributing umbrellas to the workers, but they don't need umbrellas they need their wages of 104 days. Since both Binay Tamang and Anit Thapa are not taking any initiative at the demands of the tea garden workers  thus to keep the demands of the workers  we will gherao GTA headquarter on 4th May said Tamang.

GNLF seeks non-political person at GTA helm

Gorkha National Liberation Front president Mann Ghisingh on Thursday said he would soon write to the state government, demanding non-political person to be appointed as the head of the Gorkhaland Territorial Administration (GTA).

The party said that the Hill body was being presently run in a “biased manner.” Mr Ghising was speaking during an event to mark the 38th foundation day of the party, which they call the ‘Gorkhaland Namikaran Diwas,’ at a community hall at Lumthang at Happy Valley here.
Mr Ghisingh was said that they would write to the Election Commission, seeking panchayat elections in the Hills, even if it is for a single tier.

“Until the problems of the Hills are solved and a permanent solution comes forward, a neutral person with no political affiliation should be at the GTA helm. We are hearing a lot of complaints that the GTA is running in a biased manner and is one-sided. If a neutral person is appointed, he/she would listen to all sides. If this is not done in the coming days, there could be unrest in the hills. The situation here has finally normalised and the same thing should not be repeated, so we want a government person to run the body. We will soon send a letter to the state regarding this,” Mr Ghisingh said.

On the panchayat elections, he said, “The panchayat elections are being held everywhere in Bengal, but not in the Hills. People living in the panchayat areas are facing a lot of problems. A three-tier panchayat election in the hills may not be possible now as the constitution has to be amended, but a single-tier panchayat was possible during the DGHC (Darjeeling Gorkha Hill Council), so they could do it now as well. We will write to the Election Commission, demanding for panchayat elections.”
Mr Ghisingh also commented on their present “good relationship” with the state government. “In chapter 1, we kept a good relationship with the state government and maintained diplomacy and did what we had to do, and now that chapter has ended, and there is no guarantee that chapter 2 will also be the same.

There could be a different strategy.” “We have to keep good relationships with the state government and move forward. But it should not be like, we sit when they ask us to, and stand up when they wish so. The GNLF is not like that, and till now, I have not bowed down my head for anyone. Even if my nature is that of a soft spoken person, I will only bow down my head for the one who has taught me to keep it high. I request leaders here not to threaten me, as we are not afraid, but just do not want this area to be disturbed,” he added.

Has BJP fallen out of favour with Gorkhas in Darjeeling?

After enjoying its support for almost a decade, the Bharatiya Janata Party (BJP) may have fallen out of favour with the Gorkha community in West Bengal’s Darjeeling Lok Sabha constituency.

Following the visit of S.S. Ahluwalia, the BJP’s current member of Parliament (MP_ from Darjeeling, two key Gorkha parties said over the weekend that the party had failed the Gorkha community.

Ahluwalia, who is visiting his constituency for the first time since last year’s unrest over the demand for Gorkhaland, said on Saturday that he would protect fugitive Gorkha Janmukti Morcha (GJM) president Bimal Gurung from “extra-judicial” persecution, pledging support for him and his movement. But the statement drew a sharp reaction from the GJM faction opposed to Gurung.

Binoy Tamang, the rebel GJM leader who is now in control of Gorkhaland Territorial Administration, said it was “surprising” that Ahluwalia had committed to protect Gurung, a fugitive leader facing sedition charges, whereas he did nothing to fulfil the “long pending demands” of the community.

The BJP has “fooled” the Gorkhas twice to get elected to the Lok Sabha from Darjeeling—in 2009 and 2014—but has given nothing in return, Tamang said, ruling out any possibility of allying with the BJP in the next general election.

Echoing him, Niraj Zimba, spokesperson for Gorkha National Liberation Front (GNLF), said that the BJP had not fulfilled its promises to the community, but didn’t immediately rule out the possibility of backing it going forward.

Tamang has worked for Ahluwalia ahead of the 2014 general election, Zimba said, adding that his stand has now changed because he is himself fighting for survival. Asked about future alliance, Zimba said the GNLF will back any national party that supports its demand for greater autonomy under the sixth schedule of the Indian Constitution.

Since 1957, when the Darjeeling Lok Sabha constituency was created, the Gorkhas have almost always voted for a national party. For three consecutive terms till 2004, they even voted for the Communist Party of India (Marxist). In 2004, they elected a Congress candidate before allying with the BJP in the past two general elections.

Also, until now, the community has almost always been led by one dominant local party. But that is changing: amid shifting sands, the GNLF is staging a comeback following the division within the GJM. The GJM had a complete stranglehold on Darjeeling’s politics for a decade until the violent agitation last year split the party between Gurung and Tamang.

Following the 104-day strike, a lot of Gorkhas who had started to lean towards the Trinamool Congress joined GNLF, said key district officials, who asked not to be named.

A large number of GJM supporters too have quietly shifted allegiance to the GNLF, giving up on both Tamang and Gurung, they added.

“It is not immediately clear how the community will vote in the next general election, but there is no doubt that the BJP has to deliver something substantive during the current term to earn the trust of this constituency,” one of the officials said.

‘His career finished… impossible for Bimal Gurung to make comeback’ - Anit Thapa

The political career of Bimal Gurung, leader of one faction of Gorkha Janmukti Morcha (GJM), seems to be hanging in the balance in the wake of the Supreme Court verdict as there are now very few straws left for him to clutch at — he either has to return to Darjeeling and surrender before the police or continue hiding. Several GJM leaders, once loyal to Gurung, allegedly made calls to the rival GJM faction led by its president Binay Tamang, expressing their wish to join the fold. The rival faction is now commonly called the Gorkha Janmukti Morcha (Binay Tamang) camp.

General secretary of the rival faction Anit Thapa said that he has been receiving calls from GJM leaders and cadres in Gurung faction after the verdict. “We have been receiving calls the whole day. I won’t take any names, but some of the calls we have received are from some big GJM leaders. They now want to join us. We have decided to induct all the leaders and GJM cadres who want to join this faction. At the end of the day, this is the same party, just with different thought process and leaders. They had supported Bimal Gurung all this while, it was an emotional connect, and we understand their feelings,’’ he said. Thapa added that the people have, over the past few months, been turning more towards their faction as the only alternative that could fulfil their dreams of a separate Gorkhaland. “This verdict has swayed the situation in our favour. The sympathisers they (Gurung and his group) had among the public, too, now have no option. This works to our benefit and is good news for us,’’ he said.

Gorkha National Liberation Front (GNLF) spokesperson Neeraj Zimba said that for all practical purposes, Gurung is finished in the Hills. “Legally, there is only one option left for him now. To return to Darjeeling, surrender before the police and face trials for all the cases lodged against him or continue to remain underground. There are so many cases against him that politically I think it is impossible for him to make a comeback. Bimal Gurung may be synonymous with the GJM, but he is not synonymous with the Gorkhaland movement, which is a people’s movement. The ground reality is that Gurung’s supporters and sympathisers are few at this point in time. Even during the agitation, he was physically absent,’’ said Zimba.

Talking about the Gorkhaland agitation, Zimba said the Supreme Court verdict has taken the wind out of the movement’s sails. “At this present moment, as things stand, a separate Gorkhaland state does not seem possible. But, we are still looking for a viable political solution to the problem of Darjeeling,’’ he said.

The verdict is a shot in the arm for Chief Minister Mamata Banerjee, who did not react to it. It has unequivocally placed her in the strongest position in north Bengal. Mamata’s main rival in the Hills, the GJM, has irrevocably split and she has placed Binay Tamang at its helm.

For the BJP, which has been slowly making inroads into the state’s political space, the verdict is a spoiler. “S S Ahluwalia (BJP’s Darjeeling MP) had extended his full support to Gurung. We will have to see what political stand he will take in the Hills after this. The verdict also most definitely affects the BJP’s chances in the Hills as Gurung’s GJM was their main ally. A vacuum has been created and other players will come to the fore now,’’ said Zimba. The climb-down for the Hill parties has been so rapid that none of them are even now demanding a tripartite dialogue with the state and the Centre any longer, he said. “There are bipartite talks now. There will no longer be tripartite talks,’’ added Zimba, whose own party had been demanding the involvement of the Centre along with the other political parties.

Political analysts in the Hills opined that the verdict has thrown the people “into a great deal of uncertainty”.

“Everything will now depend on how the Centre plays its cards. Will they continue to back Gurung? Or will they give him up? If they do give him up and not support the cause of Gorkhaland, there will be no sympathy left for the BJP in the Hills. This will not only affect the districts of the Darjeeling Hills but its implications will be seen across Jalpaiguri all the way to Cooch Behar, where the BJP has been making inroads,’’ said analyst and Darjeeling resident Upendra Pradhan.

Pradhan added that the vacuum in the Darjeeling hills was also due to the fact that the Binay Tamang faction did not really command huge support from the locals. “The faction is seen as being installed by the state government. The reality here is that nobody likes the TMC or anybody who is seen hobnobbing with the Bengal government. Having said that, the 15 development boards set up by Mamata Banerjee is now likely to work in her favour more than ever unless the BJP makes the right moves,’’ said Pradhan.

Darjeeling hill parties unite to demand Gorkhaland

The crisis in Darjeeling seemed to deepen with the all-party meeting called by Gorkha Janmukti Morcha (GJM) leaders on Tuesday afternoon ending a unanimous decision to fight for a separate state of Gorkhaland that was a direct challenge to chief minister Mamata Banerjee who has vowed not to allow a split of Bengal.

The five political parties and an apolitical body that attended the meeting were -- GJM, Gorkha National Liberation Front (GNLF), Gorkhaland Rajya Nirman Morcha, Bharatiya Gorkha Parisangh (apolitical), Communist Party of Revolutionary Marxists and BJP. The meeting started at 1:30 pm and went on till 4 pm.

Though two parties -- All India Gorkha League (AIGL) and Jan Andolan Party (JAP) -- did not attend, their leaders expressed their support for a separate state.

“We have unanimously decided to fight for Gorkhaland,” said GJM general secretary Roshan Giri. R P Waiba, the vice-president of GJM chaired the meeting in absence of Morcha president Bimal Gurung.

Suman Sharma, assistant secretary of the BJP Hill district committee, was present in the meeting. “I signed the resolution supporting Gorkhaland,” he told HT. BJP Hill Committee president, Manoj Dewan, told HT that he deputed Sharma to attend the meeting.

For ruling Trinamool Congress, the decision of the all-party meeting signals a setback. GNLF, its ally in the recently concluded civic elections that helped it to post a victory in Mirik municipality -- the first by a party from the plains in decades -- clearly voted for a separate state. “Trinamool Congress was our electoral ally and not an ideological ally. It was in a different context. This is politics, the art of the possible,” Niraj Zimba, the spokesperson of GNLF, who was present at the meeting told the media.

Former GNLF leader and ex- MLA Mrs Shanta Chettri, who has been nominated as Trinamul Congress candidate for the Rajya Sabha elections, stood by the state government's decision to introduce Bengali language in schools and said that there is no harm in Learning a new language.

Moreover, according to the minister, Arup Biswas, Bengali will be added to the syllabus in schools as an 'optional' subject, which clearly means that only ‘interested' students need to take up the subject.

The Gorkha Jan Mukti Morcha (GJMM), on the other hand, has taken the ‘language issue' in a different perspective, and has been politicizing this matter for no appropriate reason, Mrs Shanta Chettri said.

"GJMM has totally politicalised this topic and created divisions among us. There is no imposition by the government; the gazette notification is not yet out but they have already created fuss about it everywhere," Mrs Chettri said.

As the students reach class V, they are given the liberty to choose any language out of Hindi, Nepali, Sanskrit, Dzhonka, or now Bengali, Mrs Chettri, who visited Kalimpong today to meet party cadres, said. She explained that Bengali was just a matter of third Language and it's up to the students to choose what to study.

After her nomination for the Rajya Sabha, she has been visiting every nook and corner of the Hills to assess the problems of the civilians.

Talking to reporters here, she assured to work for the people with utmost responsibility and said she will keep herself busy for some time by visiting various places so that she can identify people's problems and keep her word in the Raiya Sabha later.

‘The motive of my visit is mainly to meet people who are still hindered from getting their facilities and benefits. In these five years, GTA has received crores of rupees from the Centre and the state government but is still failing to do its job right. Be it in the towns or outskirts, they have not done anywork anywhere' said Mrs Chettri.

GNLF March for implementation of the Sixth Schedule in Darjeeling Hills

The most prominent and important structural change in the administration is the grant of political autonomy and statehood in North East India. This process goes back to the British Era when the Interim Government of India had appointed a sub-committee to the Constituent Assembly, viz. North- East Frontier (Assam) Tribal and Excluded Areas Committee under the Chairmanship of first Assam Chief Minister, Gopinath Bardoloi. The committee recommended setting up of autonomous district councils to provide due representative structures at the local level to the tribal population. The recommendation was later incorporated into Sixth Schedule (article 244 (2) & Article 275(1)) of the Indian Constitution.

Provisions of the Sixth Schedule As per the Sixth Schedule, the four states viz. Assam, Meghalaya, Tripura and Mizoram contain the Tribal Areas which are technically different from the Scheduled Areas. Though these areas fall within the executive authority of the state, provision has been made for the creation of the District Councils and regional councils for the exercise of the certain legislative and judicial powers. Each district is an autonomous district and Governor can modify / divide the boundaries of the said Tribal areas by notification. Currently, there are ten such Councils in the region as listed below:

Assam Bodoland Territorial Council Karbi. Anglong Autonomous Council Dima Hasao. Autonomous District Council Garo Hills.
Autonomous District Council Jaintia Hills. Autonomous District Council Khasi Hills. Autonomous District Council of Tripura
Mizoram Chakma Autonomous District Council Lai Autonomous District Council
Mara Autonomous District Council.

Analysis: Assessment of Sixth Schedule in North East First, we should note that the Sixth Schedule was primarily adopted to address the political aspirations of the Nagas. But the Nagas refused it because they said it was too little. The Sixth schedule lays down a framework of autonomous decentralized governance with legislative and executive powers over subjects like water, soil, land, local customs and culture. The Legislations passed by the Autonomous councils come into effect only after the assent of the Governor. Except Tripura and Bodoland councils, these bodies have also been given judicial powers to settle certain types of civil and criminal cases also. Thus, the councils under the sixth schedule have been given more power than the local governments under the 73rd and 74th amendments in the rest of the country. It has been established that this autonomy paradigm has brought a degree of equilibrium within the tribal societies mainly via the formal dispute resolution under customary laws and through control of money-lending etc. In Assam, Tripura and Mizoram, the autonomous councils have power to decide if a State legislation on subject matters under the autonomous councils should apply to their territories or not. Similarly, the Union legislations on similar subjects can be excluded from applying to these areas by the State Government in Assam and the union Government in the other two States. However, there are certain issues due to which the sixth schedule has ended up creating multiple power centers instead of bringing in a genuine process of democratization or autonomy in the region.

They are as follows: Conflict of Power
There are frequent conflicts of interest between the District Councils and the state legislatures. For example, in Meghalaya, despite the formation of the State, the whole of the State continues to be under the Sixth Schedule causing frequent conflicts with the State Government. Para 12 (A) of the Sixth Schedule clearly states that, whenever there is a conflict of interest between the District Councils and the state legislature, the latter would prevail. Thus state enjoys the superiority, but then it is alleged that autonomous councils are mere platforms for aspiring politicians who nurture ambitions to contest assembly polls in the future. Disparity among Autonomous Bodies and Local Bodies This is another important area of conflict. The local bodies established via Seventy-third Amendment are more liberally funded through the State Finance commissions. In a state where there are more than one autonomous councils; one claims that it is being treated less favourably than other. For example, in Assam, there is a perceived preferential treatment to Bodoland Territorial Council in matters of budget allocations. Functioning of Governor The Legislations passed by the Autonomous councils come into effect only after the assent of the Governor.

However, Governor works as per the aid and advice of the state Council of Ministers. This makes many a times, the autonomous councils irrelevant as far as power to legislate is concerned. Remedies to Sixth Schedule problems several measures can be taken up as remedy to above problem.
Firstly, there is a need that Sixth Schedule is amended and Autonomous Councils are made to benefit from the recommendations of the state finance commission.

Secondly, state governments and the Autonomous Councils should identify powers under the Sixth Schedule that Governors may exercise at their discretion without having to act on the ‘aid and advice’ of the Council of Ministers.

Thirdly, the administration of the district autonomous councils should be periodically reviewed by a commission under Union Government.

Telegraph Darjeeling, Sept. 26: The Gorkha Janmukti Morcha today "requested" the Trinamul Congress and the GNLF to stay away from confrontation during the 12-hour bandh on Wednesday 28th September 2016, but the ruling party announced that three ministers would be in the hills on that day "to supervise the situation".

The Morcha called the dawn-to-dusk shutdown in the Darjeeling hills on Wednesday to protest the allegedly false claim of Mamata Banerjee that Rs 4,000 crore had been given to the GTA. The chief minister had already announced that she wouldn't allow bandh in the hills.

Binay Tamang, the assistant general secretary of the Morcha, held a press conference here today and appealed to Trinamul and the GNLF not to confront the strike.

"The strike is a protest against the domination of the Bengal government. Mamata Banerjee and Aroop Biswas came to the hills, instigated the people and left, leaving the hill residents here. They will not be here during the strike and we request local leaders and cadres of Trinamul and GNLF not to confront the bandh as we are not against our own people," said Tamang.

Tamang also asked the GNLF to cancel its public meeting on the strike day. "We appeal to them to postpone the meeting to any other day so that there is no confrontation that day."

The Morcha leader said the administration was holding meetings with businessmen and transport operators and taking their phone numbers.

"Holding rallies, demonstrations and burning effigies are part of a democratic movement. But if the administration tries to force open shops, the situation could flare up not just in the hills but across north Bengal and we request the administration to handle the situation calmly and in an unbiased manner," said Tamang, who also requested vehicles from Sikkim not to operate within the GTA area on Wednesday.

Within hours, N.B. Khawash, the spokesman for Trinamul (hills), said three ministers would be stationed in the hills on the strike day.

"Three Trinamul ministers will be coming to the hills. They will probably reach tomorrow. They will be in the hills during the strike day to supervise the situation," he said.

While tourism minister Gautam Deb will be in Kalimpong, north Bengal development minister Rabindranath Ghosh will camp in Kurseong. Tribal minister James Kujur will be in Darjeeling.

Ghosh said: "Three ministers from the state cabinet will be camping in the hills basically to instill confidence in people's mind and help them in all possible manners."

Deb said the strike was "uncalled for" and would not be accepted by the hill people. "The strike has been thrust on the common people at the start of tourism season," said Deb.

Khawash said Trinamul would appeal to the people through the public address system not to take part in the strike and make them aware of the situation. "We are positive that the people will respond to our appeal."

Even though the Morcha decided to call a strike at the start of the tourism season, the party-controlled GTA will hold World Tourism Day celebrations in Darjeeling and Kalimpong tomorrow. The GTA has, however, cancelled its programme in Mirik.

Pradip Lama, the secretary of the Darjeeling Association of Travel Agents (DATA), said: "I will not attend the GTA programmes tomorrow. This is because they will be celebrating the World Tourism Day tomorrow and observing a strike the next day. The strike will hamper tourism. My conscience does not allow me to attend the celebrations."

The government on Monday issued a notification declaring that no leave would be granted to employees posted in the GTA area from September 27 to 29 in view of the bandh called by the Morcha on September 28.

According to senior Nabanna officials, the notice gives a hint that the chief minister is set to take the Morcha head on during the bandh.

Later this evening, principal secretary of the state transport department, Alapan Bandyopadhayay, issued another notification declaring that "wilful non-plying of public service vehicles" might lead to cancellation of permits and licences.

The notification also states that the government will take steps to ensure that traffic is normal on September 28. If damage is caused to any vehicle "by unruly and violent agitators", the state will compensate through insurance, it states.

In August 2013, the Morcha had called a prolonged bandh in the hills demanding Gorkhaland and the government had issued a notification that said salary of the employees would be deducted if they did not attend offices during the shutdown.

But this time, the picture is different as Mamata appears to be tough while dealing with the bandh call.

HT, 27 Sep 2016, DARJEELING: The state government and district administration are getting ready to foil the 12-hour Darjeeling bandh called by the Gorkha Janmukti Morcha chief Bimal Gurung on September 28.

While James Kujur, minister in-charge of tribal development, will oversee matters in Darjeeling on September 28, tourism minister Gautam Deb will be camping in Kalimpong and North Bengal.

“Forceful bandh has been declared illegal by the Supreme Court. We have made all necessary arrangements to tackle any eventuality. Senior police officials will be camping in Darjeeling,” said Darjeeling SP Amit P Javalgi.
A notification from the finance department, Government of West Bengal stated that all state government offices in the GTA area, including those provided with grants-in-aid by the state government, will remain open and all employees should report for duty from September 27 to September 29. Absence will result in show cause and salary deduction. Some exceptions including hospitalisation, death in the family have been made.

“Special arrangements for transport have been made. State transport department will run extra buses. We have asked all unions to ply their vehicles. We have tied up with companies to provide insurance in case vehicles are vandalised,” said district magistrate Anurag Shrivastava.

A circular from the transport department stated that the Regional Transport Officer will ensure that public transport remains uninterrupted. “Permits/ licenses are liable to be cancelled for willful non-plying of public service vehicles. Regional Transport Authority will be in charge of cancellation of permits and licenses,” said the circular.
“What can we do? We are caught between the GJM and the district administration. The district administration is pressurising us to keep our shops open. The GJM is saying just the opposite. For how long will the district administration provide us security? We will be marked,” said a shopkeeper.

“The bandh is not the fallout of a tussle between Mamata Banerjee and Bimal Gurung. It is for Gorkhaland and Bengal’s suppression of the demand. We want to see the formation of Gorkhaland by 2019. All proGorkhaland people will support the bandh,” claimed Roshan Giri, general secretary, GJM Binay Tamang, assistant general secretary, GJM warned, “If the police and district administration use force, we will extend the 12-hour bandh and make it indefinite. The jurisdiction of the bandh will then spill over to Siliguri and Dooars.”

The GJM will be sending appeal letters to transport unions of Sikkim not to ply in GTA areas, mainly on National Highway 10 on the day of the bandh.

Though the bandh call was initially called to protest chief minister Mamata Banerjee’s statement that Rs 4000 crores has been allotted to the GTA in the past four-and-a half years, the GJM hurriedly added the “Gorkhaland” demand to the bandh call agenda- a perfect prescription for a successful strike.
Mamata has announced that under no condition will she allow the bandh to paralyze the Hills while Gurung is adamant to see the strike through.

GJM to spread bandh to plains if police "atrocities" continue

EOI DARJEELING 26 Sep 2016 Accusing the district police of intimidating traders, business establishments and vehicle syndicates to remain open on September 28, the proposed bandh day, the Gorkha Janmukti Morcha today warned of continuing the strike and even spreading it to Siliguri and the Dooars.

GJM assistant secretary Binay Tamang said the party would make every effort to ensure a peaceful bandh on Wednesday. But he warned that recent police activities had the potential to create a flare-up.

“Why are the police going around and taking phone numbers of traders and syndicate members? Don’t we have the right to protest in a democratic manner by putting up posters, rallying and calling strikes?

If the police attempt to open offices, schools, business establishments forcibly and if the situation turns volatile, the state government and the district administration will have to take the blame,” he threatened.

The GJM has called a 12-hour bandh in the hills on Wednesday seeking clarification from the state government within September 27 on the claim made by chief minister Mamata Banerjee that Rs 4,000 crore has been allocated for development work and that the Gorkhaland Territorial Administration had failed to execute it in the last four years.

The GJM assistant secretary said the party leadership was initially against calling the bandh, but for the intimidating statement by state minister Arup Biswas in Kalimpong on September 24. “It (Biswas' statement) has become an issue of challenge. We will definitely go ahead with our proposed bandh and even continue it and spread it to the plains if the police attempt to foil it,” said Tamang.

The GJM leader also said the party will be writing to Sikkim and apprise it about Wednesday’s bandh. “Since parts of NH-10 fall under Kalimpong sub-division, there is bound to be inconvenience.

We appeal to traders of Sikkim, vehicle owners and others to restrict their movements on the bandh day,” Tamang said.

Interestingly, the Gorkha National Student’s Front, a frontal organisation of the Gorkha National Liberation Front, will be holding its public meeting in Darjeeling on Wednesday. “We appeal to the GNLF  student wing and their party president Mann Ghisingh to postpone their public meeting,” Tamang said today.

But M.G.Subba, the Darjeeling sub-division convener of the GNLF, refused to budge and said the public meeting would go ahead as planned. “The public meeting is our pre-announced programme to highlight  the Sixth Schedule issue. The GJM should understand this. Why did they announce the strike all of a sudden?” he asked.

The GJM has also asked tourists in the hills to leave before September 27 if they have flight or train schedules for Wednesday. Later in the day, leaders of the hill TMC unit told reporters they condemned the bandh and that they would hit the streets on Wednesday to foil it. “We condemn GJM’s strike call and will protest on Wednesday. We don’t want conflict and so have started making the public aware of the disadvantages of strikes. This so because bandhs are not good for tourism, especially with the puja festivities approaching,” said N.B. Khawas, spokesperson for the hill TMC. He also said state tourism minister Gautam Deb, tribal minister James Kujur and north Bengal development minister Rabindranath Ghosh would come to the hills on Wednesday to observe developments.

The Calcutta High Court today directed the West Bengal government to ensure that normal life is not disrupted in view of a Darjeeling hills bandh called by Gorkha Janmukti Morcha (GJM) tomorrow.

A division bench presided by Chief Justice G C Gupta observed that the court can start a suo motu contempt proceeding against GJM as bandhs are illegal and unconstitutional and against existing judgements of Supreme Court and different high courts.


The division bench, also comprising Justice Arindam Sinha, directed the state government to ensure normal life in the hills by ensuring that individual constitutional rights are not infringed.

Moving a petition challenging the 12-hour bandh called by GJM supremo Bimal Gurung on Wednesday, Trinamool Congress MP and advocate Idris Ali submitted that existing Supreme Court and high court judgements have on many occasions declared bandhs as illegal.

Despite that a bandh has been called in Darjeeling Hills during the peak tourist season before Durga Pujas to disrupt normal life and to affect the livelihood of thousands of people involved directly or indirectly with the tourism industry, Ali submitted.

He prayed that if GJM goes ahead with the bandh call and tries to enforce it, then the hills party be directed to pay monetary compensation for any loss to the people or the state.

Gurung has called the bandh alleging that the Mamata Banerjee-led West Bengal government had not done enough for the development of the hills and also sought detail of projects taken up or completed as stated by the chief minister recently in Kalimpong at a public meeting.

RTI on committee for tribal status to 11 Gorkha communities

Darjeeling, Sept. 11: The GNLF today presented an RTI reply which stated that a committee formed by the Centre to examine the demand of granting tribal status to 11 hill communities that was formed in April had not yet sat for a single meeting.

The RTI further states that Ashok Pai, who was to head the committee, formed by the ministry of tribal affairs, has been transferred to the National Commission for Scheduled Tribes.

The ministry of tribal affairs had on April 2 announced the formation of a committee headed by Pai, joint secretary in the tribal affairs department, to examine and recommend the granting of ST status to Bhujel, Gurung, Mangar, Newar, Jogi, Khas, Rai, Sunuwar, Thami, Yakka (Dewan) and Dhimal communities in "Sikkim and other Gorkha dominated states and areas".

The committee was to submit its report to the tribal affairs department within "three months".

The RTI reply to Neeraj Zimba Tamang, legal advisor to the GNLF, stated: "No meeting of the Pai committee has been held till now, since chairman, Shri Ashok Pai has been transferred to National Commission for Schedule Tribes. The Ministry is not aware of further developments in this regard."

The reply is dated August 29 and has been issued by Jossy Joseph, section officer and CPIO of ministry tribal affairs.

Zimba had on August 5 sought answers on the status of Pai Committee, the work it is currently doing, whether the panel had made any field investigations, visits, and whether the report has been submitted to tribal affairs department etc.

The announcement of the formation of the panel just when the Bengal Assembly election was round the corner had come as a major boost for the Gorkha Janmukti Morcha.

When told about the RTI reply to GNLF, Morcha leader Binay Tamang, said over the phone from Delhi: "It is a fact that a committee has been formed. As far as we know, the committee is to get information from the principal secretaries of backward classes of various states and then sit for a meeting. Transfer of officials is an administrative matter, which the government has to look into. We are in Delhi and will find out the details."

DARJEELING 4 Aug 2016 The Gorkha National Liberation Front (GNLF) today rubbished recent claims made by the Gorkha Janmukti Morcha (GJM) party leaderships that the central government was keen to find a solution to the statehood demand.

On August 2, GJM general secretary Roshan Giri had issued a press statement after meeting union home minister Rajnath Singh in Delhi and placing a memorandum with the statehood and other demands. In his statement the GJM general secretary had said, “The union home minister has assured to hold a meeting after August 15 that will decide on the formation of a committee, to verify our demand for a separate state”.

The GNLF’s central committee legal advisor Neeraj Tamang Zimba, today furnished a RTI (right to information) reply from Ashutosh Jain, the CS-II and CPIO under the ministry of home affairs (SR section) to squash the GJM claim.

The GNLF legal advisor said that in his RTI that was filed on May 2, 2016, he had made four queries.

Zimba said questions one and two referred to which political party from the Darjeeling was the first to raise the statehood demand and since then how many parties had raised the issue with the central government. While the third and fourth queries were on the views of the Union government in this regard and available certified copies of the circulars and the file notes in which the issue of a separate state of Gorkhaland was discussed in the last two years. “You will be surprised by the reply from the CPIO that was made on May 24, 2016. In his reply to my first two queries, Jain has said that the CPIO does not maintain such information. On the other hand for my third and fourth queries, the CPIO has said that the central government does not have any proposal under consideration regarding creation of the state of Gorkhaland,” the GNLF leader said.

The GNLF legal advisor alleged that GJM was only resorting to gimmicks vis-à-vis going to Delhi and meeting central leaders from the BJP including Prime Minister Narendra Modi, on different pretexts over the years. “GJM leaders only go to Delhi to take pictures with BJP central leaders. Nothing more than that ever happens,” said Zimba.

The BJP too came under fire from the GNLF leader, who the latter alleged was betraying the Hills people with false promises and specifically highlighted saffron party’s word-play on its 2014 election manifesto.

In its manifesto, the BJP has said that it would “sympathetically examine and appropriately consider” the long pending demands of the Gorkhas. The word Gorkhaland does not find mention anywhere. However, in the case of the Bodos and other tribals of Assam, the party says that “initiatives” will be taken for a permanent solution of their long pending issues.

Zimaba observed, “There is vast difference in the BJP’s outlook towards the people of Darjeeling Hills and those from other states which is reflected in their election manifesto. Words like sympathetically examine and appropriately consider which can mean several things are used for Darjeeling. Also our issue is shown as demands. Whereas, the BJP says initiative, in this case steps will be taken for a permanent solution of long pending issues of the Bodos”.

The GNLF perceived to be cozying up to the TMC is advocating for implementation of sixth schedule in the Hills and has chosen not to take a stand on the statehood issue. “We have neither compromised nor given up the Gorkhaland demand. It is just that our party does not have the mandate for a separate state and so we are pursuing the sixth schedule issue which we feel is the best solution,” said Zimba.

When asked to comment on the allegation, Giri said, “We are sincere with the statehood demand and are pursuing it over the years with the central government. We have nothing to say to those people whose sole purpose is to criticize us for no rhyme or reasons”.

Mamata receives warm welcome from GNLF, and Development Boards

Chief Minister Mamata Banerjee was given a grand reception yesterday afternoon at the Bagdogra airport and in Rohini near Kurseong by hill communities that included the Khambu Rai, Lepcha Development Council members as also cadres of the Gorkha National Liberation Front.

This was the first time that GNLF supporters were seen welcoming the chief minister with khadas and Nepali scarves and reflects the ongoing bonhomie between the Trinamool chief and Mann Ghisingh, who the chief minister has appointed as vice chairman of the North Bengal Board of Sports and Games.
Thousands of people from both the plains and the hills had gathered at the airport since morning to welcome the chief minister, who landed around three in the afternoon and proceeded directly to Darjeeling without uttering a word to the press people present.

In Rohini, she was accorded a grand welcome with flowers, khadas and traditional garlands. The chief minister even alighted from her car to accept the greetings. Banerjee will be in Darjeeling for five days and welcome President Pranab Mukherjee on Tuesday who will be flying directly to the Lebong helipad from Bagdogra. On Wednesday, July 13 the President and Banerjee will attend a function observing the birth anniversary of Nepali poet Bhanu Bhakta Acharya. The chief minister is also slated to attend the annual meeting of the Darjeeling Tea Association during her five-day stay.
Over 400 members of the Bhujel community met chief minister Mamata Banerjee at Bagdogra airport yesterday and submitted a memorandum demanding a development board.

The state government has formed seven development boards in the hills - for Lepchas, Bhutias, Sherpas, Tamangs, Rais, Mangars and Limbus.

"A couple of days ago, sources in the government had said they would form a board to cover three (more) hill communities. This encouraged the Bhujels to approach the chief minister," an observer said:

On Saturday, a government official had said the state intended to form the West Bengal Biswakarma Welfare Board for the development of communities like the Kami, Damai and Sarki.

SS Ahluwalia's appointment as minister of state - opinions and reactions

DARJEELING 5 Jul 2016 Darjeeling MP Surendra Singh Ahluwalia’s promotion as a minister of state and induction into the Union cabinet - the first instance for a Member of Parliament from Darjeeling since Independence - has brought mixed reactions from political parties of the hills.

The Gorkha Janmukti Morcha welcomed Ahluwalia’s induction, saying it reflected the respect and sense of inclusiveness the BJP-led government has accorded to the people living in Darjeeling and the Dooars region. In a press statement, GJM president Bimal Gurung congratulated the Darjeeling MP and extended his gratitude to Prime Minister Narendra Modi.

“With Ahluwalia joining the Union Cabinet, not only Darjeeling but the entire region of north Bengal will find representation at the highest policy making body of the country, and he will now be able to push for transformation of this region for the better. This also shows Modiji’s commitment towards the people of Darjeeling and we look forward to the day when all our long pending demands will be fulfilled,” Gurung said, without specifying his party’s statehood demand.

Over the years,the Darjeeling hills did have representation in both the lower and upper Houses of Parliament, mostly from the hill units of national parties such as the Congress and the CPM. This is the first time that a Darjeeling MP has been appointed as a minister of state and inducted into the Union Cabinet.

The All India Gorkha League (AIGL) and the Gorkha National Liberation Front (GNLF) too welcomed the development but were cautious with their words. “It is a good gesture for the hills and hope it will benefit us. As for the statehood demand, only time will say what impetus Ahluwalia will bring,” said Pratap Khati, the AIGL general secretary.

NB Chhetri, central committee member of the GNLF, said, “Ahluwalia’s induction into the Union Cabinet will benefit the hills. But it will depend on what portfolio the BJP leader is given.”

The newly formed Jan Andolan Party (JAP) led by Harka Bahadur Chhetri and the Communist Party of Revolutionary Marxist (CPRM) were critical in their observation, saying Ahluwalia’s appointment was aimed at the election in Punjab where the BJP wants to give a face. “The sole agenda of the BJP government in making

Ahluwalia a minister of state is to give a Sikh minister as this will help the party in the Punjab election. It is also a strategy to help the GJM garner votes in the next Lok Sabha election as in the recent state Assembly election, the Morcha’s vote share decreased drastically,” said the JAP chief, adding Ahluwalia’s new role would only be a hindrance to the statehood demand.

CPRM spokesperson Govind Chhetri said, “As MP, Ahluwalia has failed to deliver. And we don’t see anything better happening for the hills with him as a minister of state.” The hill Trinamool Congress said it would only comment after the BJP leader was given a portfolio.

SILIGURI 4 Jul 2016 Former footballer Baichung Bhutia today inaugurated the office of the North Bengal Board for Development of Sports and Games (NBBDSG) at the Kanchenjunga Stadium for the all-round development of games and sports in the region.

"The board will work for the development of sports and games in the seven district of north Bengal. Besides promoting football and other games, the board is working hard to bring IPL cricket league to Siliguri. But as the existing size of the stadium is small, we are planning to develop the infrastructure with the support of Cricket Association of Bengal (CAB). I have already discussed the matter with CAB president Sourav Ganguly. The names of the board members have not been announced yet; hence work and necessary procedures will start after the formation of the board," he informed.

When he contested the state Assembly polls as a candidate from Siliguri, Baichung had said his main focus would be to develop sports and games in the region. He had said, "I will change the entire picture of Siliguri within a year and promote sports and games, especially football, by developing a number of training centres."

The decision to open an office was after an announcement by chief minister Mamata Banerjee during her recent visit in Siliguri. She had announced the names of Baichung as chairman, table tennis player Mantu Ghosh as vice-chairman and GNLF chief Mann Ghisingh as board member. However, Ghosh and Ghisingh were not present at the inaugural function.

On the other news article published on Telegraph, Bhaichung push for cricket - Bhaichung Bhutia, the chairman of North Bengal Board for Development of Sports and Games, today said he would speak to Sourav Ganguly, the president of the Cricket Association of Bengal, on holding IPL matches at the Kanchenjungha Stadium here.

Bhutia, who inaugurated the sports board's office at the stadium today, also said he would try to bring Indian Super League football matches to the ground.

"I will talk to Sourav Ganguly so that we can get IPL cricket matches at Kanchenjungha stadium. We have a good stadium that can host big cricket and football matches," said Bhutia.

Sources said the former national soccer team captain had already spoken to the president of the CAB in this regard.

"Ganguly has suggested that the existing infrastructure of the stadium be upgraded as the size of the ground is not big enough to host IPL matches," said a source.

However, the All India Football Federation has already marked the stadium as one where only soccer matches could be hosted.
