SC interim relief to Bimal Gurung and other GJM leaders on all UAPA cases

5:26 PM
JUST IN: SC interim relief to GJM leaders on all UAPA cases

A two-member Supreme Court bench comprising Justice Arun Mishra and Justice Vineet Saran has provided interim relief to six senior Gorkha Janmukti Morcha (GJM) leaders, including Bimal Gurung, in the 2017 blasts and arms haul case by ordering the the West Bengal police that "no coercive action be taken till the next hearing".

The relief comes after a series of hearings based on a writ petition filed by GJM general secretary Roshan Giri in 2017.
Bimal Gurung and Roshan Giri GJM Leaders

The Supreme Court has ordered, "Let an affidavit be filed on behalf of the State Government as to whether the provisions of Section 6(1) of the NIA Act, the cases which are covered by the National Investigation Agency (NIA) in 2008, they have forwarded a report to the Central Government, as mandated by Section 6(2) or not. In the meantime, let the status quo be maintained with respect to the offences which are covered by the NIA Act, 2008. No coercive action be taken till the next date of hearing."

The case has been listed for hearing in the second week of January.

To those unfamiliar with the NIA Act of 2008, if any "scheduled offences" listed under the Act have been committed, Section 6(1) of the Act requires the local police to inform the state government, and Section 6(2) for the state government to inform the Central government immediately.

Cases registered under The Unlawful Activities (Prevention) Act, 1967, widely known as UAPA, is included as "scheduled offences" under the NIA Act of 2008.

In Darjeeling, the West Bengal police have slapped 14 different cases against Gurung and other top GJM leaders under the Unlawful Activities (Prevention) Act, 1967, citing various blasts and arms recovery from across the Gorkhaland Territorial Administration (GTA) region during the 2017 Gorkhaland statehood agitation period.

Speculations are therefore rife that the Supreme Court may actually order these 14 cases registered under the dreaded UAPA to be investigated by the NIA.

A lawyer present at the court said, “Even the Solicitor General of India Tushar Mehta spoke on behalf of the Central government, and he argued that, these cases are fit for investigations by the National Investigation Agency."

In political circles of Darjeeling, this order is being seen by many as providing credence to the beleaguered GJM leader Gurung and his followers, who have remained underground since the Gorkhaland agitation broke out in June of 2017.

A series of blasts had rocked the GTA region in the month of August, 2017, following which the West Bengal police had slapped charges under UAPA against Gurung and other top GJM leaders. Reacting to which, Gurung had asked for investigations by NIA under the supervision of the Supreme Court.

In a letter to the Unioin home minister Rajnath Singh, Gurung had questioned how was it possible that the police didn’t see someone planting a bomb when the blast site is situated right next to the Darjeeling Sadar police station.

“It is either a case of gross incompetence, or a case of fake blast planted by state agents to frame the GJM leadership. We suspect that the blast is a handiwork of the Bengal government to disrupt the Gorkhaland movement,” the letter had said.

The letter had further requested, “We demand that a probe be initiated, at the earliest, by a high-level inquiry committee, comprising of National Invstigation Agency (NIA) officials under the supervision of the Supreme Court of India, so that an unbiased investigations can be carried out into this heinous attempt to bring disrepute to the Gorkhaland movement and the leaders associated with it, and willful attempts at causing unrest in peaceful Darjeeling.”

The GJM faction loyal to Bimal Gurung have always professed their innocence in the acts of bomb blasts and arms haul, and have speculated on these being a frame-up of their leadership by the West Bengal government, this SC order is being seen as a vindication of their stand.

Bimal Gurung faction meets Rajnath, seeks panel on Gorkhaland

11:02 AM
KOLKATA: A six-member delegation of Gorkha Janmukti Morcha (Bimal Gurung faction) led by Darjeeling's BJP MP SS Ahluwalia met Home Minister Rajnath Singh in New Delhi on Tuesday and sought formation of a Central Government committee to look into the Gorkhaland statehood demand.

"GJM has been an alliance partner of BJP in NDA. In its manifesto for the last two general elections of 2009 and 2014, the BJP had stated that it will 'sympathetically examine and appropriately consider the long pending demand of Gorkhas and Adivasis'. We would therefore now appeal to you to take this assurance of the BJP forward through the Government by instituting an official committee to examine and appropriately consider the demand (of Gorkhaland)," read the letter by the GJM delegation to Singh.

"You are aware that you had been kind enough to issue a statement in September, 2017 assuring that talks would be held with GJM led by Bimal Gurung. Now that normalcy has been restored in Darjeeling, we are hoping that you would direct the Union Home Ministry to convene the talks at the earliest," the letter added.

In a press communique, Ahluwalia said Singh assured that a meeting will be convened soon.

The GJM delegation also met Tribal Affairs Minister Jual Oram and submitted a memorandum demanding that 11 Gorkha communities - Bhujel, Gurung, Mangar, Newar, Jogi, Khas, Rai, Sunwar, Thami, Yakhha (Dewan) and Dhimal - be included in the Central Scheduled Tribes list.

Bimal Gurung's message on Independence Day

12:21 PM
Bimal Gurung have released a press statement on the occasion on 72nd Independence Day.

Following is the press release :-

On behalf of all the Gorkhas spread across our nation, I (Bimal Gurung) wish you all a very Happy Independence Day.

The commemoration of Independence Day is a very personal experience for all the Indian Gorkha families, as every family has sacrificed a member to uphold the freedom and independence of our nation.
Bimal Gurung's message on Independence Day
Bimal Gurung

From the very first Gorkha Freedom Martyr Subedar Niranjan Chhetri of Manipur to INA Major Durga Malla of Dehradun. From organizing labourers in the coal mines of Bihar as Helen Lepcha to blowing up British Tanks in Burma as INA Janbaz Dal Martyrs Sabitri Thapa and Indreni Thapa. From giving music to Indian National Anthem as INA Capt Ram Singh Thakuri of Himachal to helping draft the constitution of our great nation as Adv. Ari Bahadur Gurung of Darjeeling and thousands others like them, the glorious Gorkha contributions to the Freedom Movement of India is what inspires the present day Gorkhas to carry on, with the same sense of patriotism and sense of duty towards our nation.

Each day thousands of Gorkha men and women put their life at risk to protect our nation from inimical forces, and they do so with the same pride and joy, with which our ancestors had fought to secure the freedom of our nation from the colonialists.

Today as we celebrate the Independence Day, I request you to take a moment to thank all those brave men and women who are serving as soldiers in the army, navy, airforce, paramilitary forces and police, and their families whose sacrifices make it possible for us to remain independent.

While we are today celebrating the 72nd Independence Day, I want to draw the attention of our nation towards the plight of minority Gorkhas, Adivasis, and Rajbanshis in North Bengal. Today, all our fundamental rights have been curtailed and all the provisions of our constitution that guarantees us to have a say in our nation has been snatched away by the West Bengal government. While the nation is celebrating our Independence Day thousands of Gorkhaland supporters are being hounded, arrested, and threatened for demanding what is guaranteed under Article 3 of our constitution - a new state.

Freedom is an essence for which our ancestors sacrificed their everything, and today that very freedom is being denied to our people. I therefore appeal to every citizen of our nation, to pledge to stand with us in our struggle for justice, equality, and freedom from tyrany, oppression and discrimination that we are facing in West Bengal.

On behalf of the Gorkhas, I once again wish you all a very Happy Independence Day.

Bimal Gurung's Press Release on NRC list Assam

12:58 PM
Press release from President Shri Bimal Gurung:

“I extend my solidarity and support to all those genuine citizens of India whose name have been left out of the NRC list, and request the central government to take handle their cases with utmost care, and also request the Govt of Assam and the Central Govt to consider all genuine cases of those who have been living in Assam prior to 25th of March, 1971.

We are also struggling for our identity here, and are very worried at the situation developing due to NRC in Assam. We fear that this could lead to the marginalization of the indigenous Gorkha-Kamtapuri and Adivasis of North Bengal, and we want to ensure that no such unfortunate situation in allowed to develop. We won’t allow the indigenous Gorkha, Adivasi, Kamtapuri, Meche and other indigenous communities to suffer injustice. If actions are taken to undermine the locals Bimal Gurung won’t stay silent.
Bimal Gurung
Bimal Gurung

I have been made aware of the fact that state government is secretly measuring land in our hills, if this is being done to settle illegal Bangladeshis who have been removed from Assam, then it creates a national security threat.

Darjeeling Terai and Dooars help connect mainland India to the north east states, this Chicken Neck region is therefore highly sensitive in entire South Asia, and there are possibilities of anti-National, anti-India forces fomenting trouble in this region. In such a situation, if conspiracy is hatched to settle illegal immigrants who have been removed from another state to our lands with which we share a very long border, this will put to grave risk the national security of our country. I will not permit any political entity from the state to jeopardize our national security.

No one should dream of undermining the indigenous population of north Bengal by hoping to settle illegal Bangladeshis who have been kicked out to Assam. If they attempt anything like this, then all the Rajbanshis, Kamtapuris, Adivasis, Meche and Gorkhas from Dooars and all the Gorkhas from the hills will speak with one voice against this.

I once again request, the central government to consider the cases of genuine citizens of India with utmost care, and sympathy.

Properties of fugitive Gorkha leaders Bimal Gurung, five others attached to cases

Properties of fugitive Gorkha leaders Bimal Gurung, five others attached to cases

Writes: Pramod Giri

Darjeeling district police and West Bengal’s Criminal Investigation Department have started attaching the properties of fugitive Gorkha Janmukti Morcha (GJM) leaders, including Bimal Gurung, who led a failed movement aimed at securing a separate state of Gorkhaland.

A three-storeyed house at Patlaybas belonging to Gurung and his wife, Asha, were attached on Wednesday. They also seized some moveable property.
Bimal Gurung

The two were among six people declared as proclaimed offenders by a Darjeeling court on March 29, four months after they failed to appear before it in November 2017. The court ordered the attachment of their properties the same day on a plea filed by the CID, which is investigating the June 2017 violence outside Darjeeling’s Bhanu Dhawan.

The six people – also comprising Roshan Giri, Prakash Gurung, Ashok Chettri and Amrit Yongen – have been charged under the anti-terror law.

On June 8 last year, GJM leaders had organised a demonstration to protest the state’s plan to make Bengali a compulsory subject in all schools. The rally turned violent, and GJM clashed with the police barely 200 metres from Raj Bhavan – where chief minister Mamata Banerjee was holding a cabinet meeting.

The CID took over the investigation on June 29, 2017, even as the Gorkhaland agitation claimed 13 lives and caused a complete shutdown of the hills for 104 days. Gurung and the others absconded after they were charged under the Unlawful Activities (Prevention) Act.

“The chief judicial magistrate’s court directed GJM leaders to surrender before it by November 2017, but they did not turn up,” said Darjeeling assistant public prosecutor Pankaj Prasad.

When asked why the police have taken this long to attach Gurung’s property, Darjeeling inspector-in-charge Soumyajit Roy said: “We did it within the stipulated time. The properties of other absconding leaders will also be attached in phases.”

Neither Gurung nor any other GJM leader could be reached for comment. Attempts to identify a lawyer representing Gurung also went in vain. “As far as I know, no lawyer represents Bimal Gurung in the district court,” said Brivor Chettri, a local advocate.

Bimal Gurung's press release on 'Manipur People Act Bill 2018'

7:03 PM
PRESS RELEASE

The Government of Manipur passed the 'Manipur People Act Bill 2018' during the monsoon session of the state Assembly last week. The Bill paves the way for the implementation of Inner Line Permit in the state. A similar bill passed by the state assembly in 2015 had caused violent protest from the tribal people in the Hills District, leading to the death of 8 protestors in Churachandpur District and a political stalemate lasting for almost a year.
Bimal Gurung on Manipur People Act
Bimal Gurung file photo

While the Government avoided the mistakes of the past this time by initiating due consultation with the Hills Area Committee and taking the tribal people into confidence, the Bill has brought a sense of panic and insecurity amongst the non-indigenous minority citizens of the state. While there are very few protests reported in the media, the deep sense of fear prevailing amongst the people has prevented them from coming out strongly in protest of the Bill.

The following are some major point of concerns raised by the public:
- The Manipur People Act Bill passed by the State Assembly is not very different from the previous 'Protection of Manipur People Bill 2015' which was termed 'anti-tribal' by the Hill tribes of the state. The only change in the new bill is the inclusion of 'Scheduled Tribes' in the definition of 'Manipur People' and adding a provision that any interest to acquire land or property must get the consent of the Hill Area Committee.
- The cut-off year of 1951 is based on a non-existent 'National Register of Citizens' allegedly published in the year 1951. However, an RTI response has revealed that the Manipur government and directorate of census operations do not have records of the National Register of Citizens, 1951.
- The revised bill does not address the Central Government's earlier objection that it violates the Article 19 of the constitution. Article 14 (4) & (5) is a fundamental right which grants each and every citizen of India 'the freedom to migrate and settle in any parts of India.'

The definition of “Indian” as laid down by the constitution does not seem to apply in this Bill, which requires that all 'non-native, non-ST/SC Indians' should prove that they are descendants of people who were living in the state before 1951. Even if the Government had any census record of that time, there is serious doubt that the directory would include every single citizen living in the remote parts, given the accessibility challenges and lack of awareness and education during the time.

While the primary objective of the Bill is to protect the interest of the indigenous people of the state, there is no detailed provision that discusses how the native people rights will be protected through the law. Instead, it focuses more on the need to issue permits, and provisions of a Registration Authority to manage the permit issue and identification of unregistered non-locals. On hindsight, the bill looks more intended towards targeting those who are regarded as “non locals” residing in Manipur, rather than to actually restrict illegal migrations.

Every member of the public understands that the demand for implementation of an ILP-like system is the need of the hour in the wake of huge illegal immigration to the entire North East region. However, it is equally important that the Government instills a sense of security and concern for the people who are most affected by the Bill.

I therefore request the Hon. Prime Minister Narendra Modi ji, Hon. Home Minister Rajnath Singh ji, and Hon’ble Chief Minister of Manipur Nongthombam Biren Singh ji to kindly take necessary steps to protect the rights of all Indian citizens. I am most hopeful that the Government of Manipur will deliver justice and ensure that everyone living in the state feels protected and safe at all times.

Gurung appealed pro-Gorkhaland parties to unite and speak with Centre for Gorkhaland

8:00 PM
KOLKATA: Gorkha Janmukti Morcha supremo Bimal Gurung appealed pro-Gorkhaland political parties in Darjeeling and Kalimpong districts of West Bengal to unify and speak with Centre for Gorkhaland or else 'scratch heads' while Bodoland will be formed next after Telangana.
Stating that the Centre met representatives of pro-Bodoland parties on Thursday while ignoring pro-Gorkhaland parties' repeated pleas for talks over the statehood movement, Bimal Gurung said: "I appeal to all the political parties CPRM (Communist Party of Revolutionary Marxists) JAP (Jan Andolan Party), ABGL (Akhil Bharatiya Gorkha League), GNLF (Gorkha National Liberation Front) and Congress to keep aside their personal differences and unite together for Gorkhaland.
I have no issues even if you 'minus' me but you all unite and please hold talks with the Centre." "While talks for Telangana state formation was doing the rounds in 2013, I resigned from my post (of Gorkhaland Territorial Administration Chief Executive Officer) to press for Gorkhaland statehood. While Telangana was formed, we were betrayed. Now, pro-Bodoland parties have been summoned but what are our leaders doing? Why are they not holding talks with the Centre? If you can't speak with Centre now, again a new state Bodoland will be formed and we will scratch our heads and say we have been betrayed again. It is not necessary that only Bimal Gurung has to speak with Delhi. There are so many experienced and capable leaders in all other parties. It's their time to speak with Delhi," he added.
Speaking about his absence from the hills, the GJM leader said that he is underground to save the cause of statehood. "I undertook a democratic movement in 2017 and Bengal administration is pressing false cases and killing my loyalists in false encounters. They are also planning to kill me in such a false encounter. I have to stay underground to keep the statehood cause alive. I am not scared and neither am I a coward but I have to remain underground to keep the movement alive," he added. The GJM leader also urged the hill residents to light a candle on July 27 for the 13 people killed during 105-day Gorkhaland agitation last year.

Morcha to organise public meetings from July 8

7:53 PM

Darjeeling: The Gorkha Janmukti Morcha has lined up a series of public meetings in the hills from July 8, the decision coming in the wake of its arch rival GNLF discarding the state government-formed Hill Area Development Committee (HADC).

Mann Ghisingh, the president of the GNLF, had recently resigned from the post of the chairman of HADC and many had linked the move to an attempt by his party to reposition itself as a party working for the hill community.

Against this backdrop, the Morcha has announced a series of public meetings.

"We will hold a public meeting in Kurseong on July 8, followed by another meeting in Kalimpong the next day. A meeting will also be organised at Bijanbari (about 30km from Darjeeling) on July 11," said Suraj Sharma, the spokesman for the Morcha.

Asked about the reason to conduct the public meetings, Sharma said: "A political party has to organise public meetings and interact with the public. We want to tell the hill people about the development works the GTA has undertaken after we started administering the body," said Sharma.

Observers, however, believe that the Morcha has a two-fold strategy behind organising the public meeting. "Primarily, the Morcha wants to show that it is the largest political force in the hills and send a message that it definitely enjoys more support than the GNLF at the moment," said anobserver.

"At a secondary level, the party also wants to highlight the works that have been undertaken in the hills since taking control of the GTA in November last year," the observer added.

The Morcha meeting, which is being held after almost six months, is also a clear indication that it wants to leave no stone unturned to give any space to the GNLF.

Ghisingh's party has indicated that it plans to start afresh with the demand for Sixth Schedule and has also dissolved its central committee, branch committees of Darjeeling, Kurseong, Kalimpong, Mirik and all its frontal organisations, except those of the tea trade union and ex-serviceman association.

"The meeting is definitely to increase its activity and ensure that they do not give any space to the GNLF," added a hill resident.

Gurung congratulats Pawan Chamling for becoming the longest serving Chief Minister in India

9:06 PM

Bimal Gurung's Press Release congratulating Shri. Pawan Kr. Chamling for becoming the longest serving Chief Minister in India.

On behalf of the people of Darjeeling-Terai-Duar region, and the Gorkha community living across India and the world, I extend my heartfelt congratulations to Shri. Pawan Kr. Chamling for becoming the longest serving Chief Minister in India.

The life of Shri. Pawan Kumar Chamling is an inspiration for all of us to follow. There was a time when he was forced to live outside Sikkim following threats to his life, but he never gave up on the land of his forefathers, and its people. Instead he struggled to restore democracy and rule of law in Sikkim. It is his never give up attitude, perseverance, and dedication towards Sikkim that has today resulted in him becoming one of the most enduring and popular Chief Ministers of our nation.

Through his actions, he has inspired generations of youths not only in Sikkim but also all over India to dream big and have the courage and the conviction to make those dreams come true. Sikkim today leads on numerous fronts - from becoming the first state to achieve 100% sanitation goals, to becoming the first and only organic state in India. All of these achievements have been made possible, because of his inspirational leadership.

His unflinching support to the people of Darjeeling during all our hardships has earned him love and respect from all sections of our society. His government's support to Gorkhaland statehood has given hope to all our people, and his constant reiteration of fraternity and brotherhood between Darjeeling and Sikkim is what inspires us to realize, we will never be alone

Once again, I congratulate Shri. Pawan Kr Chamling ji, and thank him for being an inspiration that everyone in India can look up to.

Bimal Gurung on suspicious movement of Rohingyas in the region

12:51 PM

PRESS RELEASE:-

The Darjeeling, Terai and Duars touches three international boundaries - Bhutan, Nepal, Bangladesh, and Tibet (China) is also located right above our region. Given which the significance and importance of this highly sensitive and strategic border area, that connects the Indian mainland to the rest of North East India, cannot be overstated.

Of late, I have been hearing ground reports from our cadres about suspicious movements of new people in our region, many of whom reportedly do not even speak Hindi, and they fear that these people are Rohingyas who are now being gradually pushed into our region with the intention of diluting the existing Gorkha, Adivasi, Rajbonshi and Indian Bengali population. It seems like sinister plans are afoot to further marginalize the original inhabitants of these land, and render us homeless.

It has been widely acknowledged that Rohingyas pose a national security threat, and it seems like certain political elements are allowing them to settle here for one and only reason - 'vote-bank' politics. Despite the central intelligence agencies having repeatedly raised the national security risk posed by Rohingyas, some political outfits are allowing politics of votes to supersede national interests.

I am hopeful that the Honourable Prime Minister and Union Home Minister will kindly take cognizance of the situation developing in our region, and do the needful to put an end to these sinister designs.

I request everyone living in our region to kindly remain vigilante and report all such suspicious settlements that may be coming up near you.

Darjeeling Unrest 2017: From an agitation to a Leadership Contest

1:55 PM

Writes: Dinesh Sharma

The Gorkhaland agitation of 2017 has been an eye-opener in many aspects. While it did not yield the desired results even after 104 days of the shutdown, it did manage to bring out the inner demon in us, exposing our vulnerabilities, our inability to trust one another, and utter disrespect for the institution of Democracy. The agitation became an open ground for public, politicians, and CSOs for mud-slinging each other and trying to exploit the situation to their advantage.

After the police firing and death of protestors, internet and media shutdown Darjeeling was virtually cut-off from the world. The administration forcefully took the protests off the streets, deploying thousands of para-military forces across the Hills.  With an emotionally charged public and a witch-hunt like a crackdown on Gorkhaland supporters by the administration, Darjeeling was a ticking bomb threatening to explode any time, bringing back the memories of the 1980s violent agitation.

A wise man (name withheld to avoid police persecution) from the Hills observed “call it unfortunate or otherwise, the 2017 agitation was like an audition for ‘Gorkhaland Got Leaders’ show with individuals and organizations staking their claim to the title. The bigger irony is when flag bearers of the movement abandoned Darjeeling, and the epicentre of the movement shifted to Delhi.”

“This is where Delhi protests came to the rescue of the Government” the wise man adds. “Delhi was too far for the West Bengal Government to even take it seriously.”

However, for the Hills political leaders who were too timid and afraid to speak against the government back home, Delhi offered a safe sanctuary. Here, away from the killing fields of Darjeeling.  Delhi became the pilgrimage for all Hill leaders to wash their guilt. It offered them a chance to establish a connection and find relevance to the movement, and they came prepared with the Gorkhaland rhetoric and lofty speeches.

As always, the ignorant and gullible public of Darjeeling believed that the activities in Delhi were a proof that Gorkhaland has become a national discourse and the Central Government would have to come to their rescue sooner or later. It gave a false hope that Gorkhaland could now be a possibility. Roadmaps and vision for Gorkhaland were being discussed in Delhi, while in Darjeeling Hills where it actually mattered, people were still cut-off and were now fighting for survival amidst a total shutdown and food scarcity.

For the ‘educated, sophisticated, and the social-media savvy’ crowd of Delhi, the time had finally come to have a say. Overnight, Samitis and Committees were formed to spearhead the movement. In Delhi, you could speak for Gorkhaland, curse anyone, say anything, without having to worry about courting arrest, staying hungry, or getting shot in police firing. More importantly, organizers made sure to organize events and activities over the weekend to make it convenient for everyone to attend. It was very well organized.

But, the affairs in Delhi soon became monstrous with personal and political biases taking the center stage, rather than the issue of Gorkhaland. Without the threat of being arrested or being a political target, Delhi made much more noise than Darjeeling, to a point where the frontrunners of Delhi protests began to dictate terms on the course of the movement. They wanted a pie of everything, right from a seat reserved at the negotiation table to issuing certificates and approvals of the political leadership in the Hills. And they did so without even having to step a foot in Darjeeling or having a first-hand experience of the ground situation. Intellectuals and eminent personalities soon joined the protestors in Delhi, rendering their advice and services freely. The same intellectuals would later go on to form other ‘eminent organization’ for themselves is another matter.

So, where did Delhi go irrevocably wrong?

If you remember, there was an all-party Gorkhaland Movement Coordination Committee (GMCC) formed during the peak of the agitation with members from different Hills political parties and intellectuals of the Gorkha community. The GMCC had a wide public support as a think-tank and everybody wanted to be part of GMCC.

As part of a trust-building measure and garnering support, different Delhi-based groups pressurized the GMCC to hold a meeting with the public in Delhi. However, behind the scene was a more sinister plan to disrupt and break the GMCC, by people and organizations who were not invited to be part of it.

An orchestrated assault on members during the GMCC meeting in Delhi was the final nail in the coffin. As the old adage goes “if I am not in it, I won’t let it be” proved true in this case. In a not-so-surprising move, just a few days after the incident, a committee was formed by with the tagline “Group of eminent Gorkha personalities” by members who were once spearheading the GMCC. Currently, the committee is struggling hard to find its relevance in a post-agitation phase and is last heard of preparing a ‘Vision Document for Gorkhaland.’ Strangely enough, the said committee has not even passed a single statement condemning the atrocities in Darjeeling, unwarranted arrests, or even the killings. They also observed solemn silence throughout the entire process of a new administration set up by the state government.

In Conclusion

The key takeaway this time has been the sad realization that the people of Darjeeling have no role in the politics of their land. The narrative is scripted outside of Darjeeling – in Delhi and Kolkata, and a template is handed over to the self-proclaimed political leadership, with strict rules on what to do and more importantly what not to do. Even the so-called local administrators have very little say in the politics of the land.

Democracy in theory roots for a ‘Government of the People, By the People, and For the People. As is the norm, the mandate of the majority public is integral to Democracy. However, the irony is that Gorkhaland, a movement that prides on being Constitutional and Democratic showed very little respect for it. Elected representatives were forced to flee the land, aspirations of the people trampled ruthlessly using brutal force, and the right to expression simply became a joke.
